Job Description:
We are partnering with a well-established company in Saudi Arabia. They specialize in energy and infrastructure projects. They provide services including EPC contracting, pipeline and pump solutions, offshore and onshore survey services, and engineering solutions.
Currently, they are looking for a Tender Manager to join their team in Al Khobar and play a pivotal role in the tendering initiatives.
Main Responsibilities:
1. Tender Management:
- Lead and oversee all tendering activities, including tenders, quotations, estimation, pre-contract negotiations, and project award finalizations.
- Ensure timely and accurate submission of all tenders and quotations, aligning with client requirements and company objectives.
2. Tender Document Review:
- Analyze and interpret tender documents, including project specifications, drawings, employer requirements, soil investigation reports, and design criteria.
- Address client ambiguities and ensure clarity through effective communication.
3. Design Coordination and Pricing:
- Collaborate with the design team to ensure economical and innovative design solutions.
- Lead pricing activities for final designs, ensuring competitive and accurate cost estimations.
4. Budgeting and Resource Planning:
- Develop and finalize project baseline budgets, cash flow plans, and resource allocation, including manpower and materials.
- Ensure proposed budgets align with project requirements and company profitability goals.
5. Team Leadership and Development:
- Manage and mentor a team of engineers, quantity surveyors, and draftsmen, guiding them to meet tight tender submission schedules.
- Promote a culture of high performance and continuous improvement within the tendering team.
6. Technical Documentation and Compliance:
- Prepare and review technical documents to ensure compliance with client specifications and industry standards.
- Maintain adherence to regulatory and best practice standards in all tendering activities.
7. Stakeholder Engagement:
- Build and maintain strong relationships with clients, subcontractors, and other stakeholders to align on project goals and resolve ambiguities.
- Conduct site visits and participate in client and subcontractor meetings to enhance understanding and collaboration.
8. Strategic Tendering and Risk Management:
- Develop and implement competitive tender strategies to secure high-value projects and strengthen the company's market position.
- Identify and mitigate risks during the tendering and pre-contract phases.
Key Qualifications:
- Proven experience in managing tendering departments, with expertise in estimation, pricing, and contract negotiations.
- Strong leadership skills, with the ability to manage and mentor multidisciplinary teams.
- Fluent in English, Arabic is a Plus.
- Excellent analytical skills to address ambiguities and deliver precise technical documentation.
- In-depth knowledge of industry standards, regulations, and best practices.
