Role Purpose


Lead and manage strategy development, planning and integration activities in order to check the relevance of strategies, projects and initiatives of all sectors, regions and subsidiaries to NEOM’s overall strategy and vision and ensure all strategic objectives and goals are targeted across all entities.

Strategy Development, Planning and Integration


  • Lead and manage with the strategy development, planning and integration to ensure the achievement of NEOM's strategy, aspirations and the division’s specific objectives
  • Lead and manage with continuously integrating and consulting strategies of all NEOM entities in the context of the NEOM’s Strategy
  • Lead on implementing plans and provide input to Strategy Development and Planning division’s goals that support NEOM's overall strategic plans
  • Provide input to identify Strategy Development and Planning division’s required projects to meet future demands
  • Acquire comprehensive understanding of NEOM’s vision and aspirations, to continuously ensure that the Vision is the cornerstone of all project and initiatives
  • Lead in conducting workshops, periodic meetings and work closely with all sectors, regions and subsidiaries to enrich understanding and knowledge of specific sector strategies and keep abreast of all projects and initiatives
  • Lead with defining sector specific strategy roadmap phases and key milestones as well as critical path to reach end-state and provide list of risks and ways to mitigate them
  • Lead in deep dive analysis to assess feasibility of strategies as well as linkages and gaps between sector strategies, applying various methodologies such as SWOT analysis, Porter’s five forces analysis…etc
  • Lead as focal point across all sectors of the NEOM through achieving detailed understanding of the different sectors, regions, subsidiaries and their strategies
  • Lead in developing strategic projects map that details all projects and initiatives planned, in process or executed and also document details such milestone and key deliverables
  • Lead and manage with identifying gaps, links, trade-offs, interdependencies, and synergies between all sectors and regions, and ensure alignment of different sectors strategy and highlight and address existing gaps
  • Define any potential linkages and gaps within and between sectors and conduct workshops with sector heads /teams to achieve detailed and further understanding
  • Collaborate with cross functional teams and cluster similar sectors together (i.e. Tourism, Sports, Media) for the development and update of NEOM-wide strategies
  • Lead in identifying and addressing strategic and frequently asked questions that revolve around, but not limited to, synergies, overlaps, deadlines, key outcomes and their due dates
  • Lead in liaising across sectors, region and subsidiary teams to ensure interdependencies / links are identified and communicated, and barriers to progress and associated risks are mitigated
  • Lead in facilitating prioritization of the initiatives across sectors / regions
  • Lead in ensuring NEOM’s envisioned pillars such as liveability and governance are targeted in the setting of all sector strategies and plans

Strategic Analysis and Reporting


  • Lead with assisting strategy office team in accommodating any request submitted by leadership team, through the provision of up-to-date data and analysis outcomes
  • Provide assessments on strategy development activities and analyses outcomes on periodic basis and as need by
  • Share registry of all projects and initiatives across all sectors to concerned teams, such as Strategy Integration and Leadership team
  • Lead in preparing internal management reports on Strategy Development and Planning activities
  • Lead in developing reporting systems and dashboards with information on the status and progress of various strategies for sectors, regions and subsidiaries
