Departmental Responsibilities
The department's primary purpose is to facilitate evidence-based decision-making and provide strategic guidance to enhance the development and growth of sports in Saudi Arabia. By conducting research, analysis, and planning, the department aims to ensure effective utilization of resources, identify opportunities, and address challenges within the sports sector.
Developing advisory and technical research and insights, strategies and plans for and on behalf of the client and the EPMO as directed related to infrastructure development and operations such as: Feasibility Studies, Preliminary Masterplans, Business Cases, Funding and Finance Strategy, Operational Guidelines, Infrastructure Planning and Development Strategies,
Developing Corporate strategies and plans, to meet the client and KSA central government planning and requirements, including it’s 5 Yr-Projects Portfolio Plan and annual capital works plans, aligned to Expro and Ministry of Finance requirements.
Provide expert input and contribute to the development of National infrastructure planning frameworks and strategies,
You’ll be responsible for:
Project Planning & Execution
Plan and execute Department strategic projects and studies from start to finish, on time, on budget and to a high standard with support of in-house or external resources and Subject Matter Expertise. This involves defining the project objectives, scope, deliverables, milestones, and resources, as well as developing and maintaining the project plan, schedule, budget, and risk register.
Coordinate and communicate with the project team, sponsors, clients, and other stakeholders.
Monitor and report on the project progress, performance, any issues/challenges, and possible solutions.
Team Leadership and Development
Provide guidance and motivate project and junior Departmental team members, delegating tasks, monitoring performance, mentoring and helping to develop their skills and capabilities through day-to-day activities and knowledge transfer program.
Lead, co-ordinate and manage SME and consultant teams to deliver strategic planning projects and studies as directed.
Stakeholder Management
Strategic Planning and Alignment
Apply sound critical thinking, analytical, and decision-making skills, and use various tools and techniques to research and support the problem-solving process and evidence-based decision making.
Ensure all projects undertaken by the organization align and integrates with National and MoS strategy, vision, and objectives. This involves understanding the business context, goals, and needs of the organization, as well as market trends, opportunities, and challenges.
Administration and Management
Preparation and update of departmental policies, procedures and processes aligned to the core activities of the Department
Collaborate and coordinate with other senior managers and leaders in the organization to assist and ensure they are delivering all required strategic planning studies, procedural requirements, and processes to meet organisational / Expro and internal Departmental requirements.
Administer project resourcing, budget and document control and management in accordance with required policies and procedures.
Contribute to the broader management and improvement of project management processes and practices across EPMO.
Interface and coordinate with Sports Facilities Deputyship at the Ministry and its entities to gain their input, guidance, support, and approvals as necessary.
You’ll need to have:
Bachelor / Master of business/commerce, economics or finance, sports, leisure or entertainment management, urban planning from an accredited university or equivalent.
Minimum 15 years’ experience in related field within professional strategy, financial-commercial advisory services, project management, urban planning, infrastructure investment. Experience with or within Government settings also well regarded.
Expert in major infrastructure/urban planning and development including interdependencies of strategy, business and commercial advisory and investment, with experience working on national / international major initiatives and developments
Knowledge of other disciplines related to planning and development including design and construction processes.
Sound business and commercial acumen, financial planning and analysis skills
Proficiency and proven capability in applying strategic assessment frameworks and tools, research techniques, statistical analysis, financial modeling, and data science skills.
Self-directed, motivated and ability to work within and/or lead small team of juniors and multi-disciplinary experts
Excellent verbal and written communication skills.
Competent in the use of Office 365 suite of technologies
Extensive experience of working internationally (preference for Middle East / KSA). Preferable cultural understanding of project management within KSA.
