The Manager - Investment will support the Senior Manager in leading the mandated streams of investment/partnerships into NEOM, including, but not limited to, develop a customized business case, work with external financial advisors, and prepare the relevant presentations and investment memos.



KEY ACCOUNTABILITIES & ACTIVITIES



Responsibilities


Feasibility & pre-execution stage:


  • Review the technical scope of the procurement offering and assist the NIO in designing the best go-to-market commercial strategy.
  • Review of all historic & current data and information provided internally.
  • Review, revise, updated all the technical requirements (D&CR., Services R., Handover R..) provided internally, and opine on any disconnect with best market practice based on the agreed commercial and contractual structure.
  • Assist with the value for money analysis by providing technical input, if required, and provide technical assistance during market sounding.
  • Lead the appointment of technical consultants if required.
  • Review, revise, complete the drafting of the procurement documentation package, including contract data.

Bid evaluation:


  • Review of all historic & current data and information from Bidder Proposals.
  • Review, revise, complete contract data including the parties, the term, the agreed timelines etc.
  • Agree what 3rd Parties are required & their roles & responsibilities (IC, LTA etc).
  • Ensure designer is fully briefed and understands basis of design & cost constraints.
  • Ensure client site rules are fully understood by all.
  • Establish very clear communication protocols.
  • Ensure funds are available in time to fund early works (starting at commercial close).

Commercial close:


  • Assist in managing closure of RIBA 3 & associated BOQ’s.
  • Review, revise, update & complete the Project Agreement and its Schedules.
  • Review, revise, update & complete the EPC Contract and Schedules.
  • Review, revise, update & complete the FM / O&M Agreement & Schedules.
  • Review, revise, update & complete the Interface Agreement.
  • Complete Document Suite (Direct Agreement, First Amendment Schedule, etc).
  • Regular Mtgs and Updates with Employer & Preferred Bidder.
  • Draft LNTP / Early Works Agreement (Mobilization, RIBA 4, Procurement).
  • Liaise with Preferred Bidder to Ensure LTA is appointed before Commercial Close.
  • Assist the Employer with any CAPEX, OPEX, Lifecycle Cost issues following RIBA 3.
  • Assist in Procurement of the Project Monitor & seek approval / appointment.
  • Ensure Initial Construction Permits are in Place & Site is Vacant & available ahead of LNTP signing.
  • Support Financial & Legal Consultants at all times.
  • Facilitate handover of Design responsibility to DBFOM Contractor before/at Commercial Close
  • Ensure responsibility for Utilities is crystal clear including location of incoming services at Boundary.
  • Ensure ongoing / planned works adjacent / near Site Boundary are fully considered in RIBA 3 & 4.
  • Review and advise on value engineering/optimization suggestions.

Financial close:


  • Oversee LTA preparing initial Red Flag Report, assist with Clarifications etc.
  • Ensure DBFOM Contractor is progressing Design in line with the agreed Project Schedule.
  • Ensure Project Monitor is checking RIBA 4 against Employer requirements & Regulatory framework.
  • Support the Employer, the Financial & Legal Consultants in Finalizing Funding arrangements etc.
  • Monitor the DBFOM Contractor Mobilization / Early Works alongside the IC.

BACKGROUND, SKILLS & QUALIFICATIONS


  • 6+ years of experience with a tier-1 technical advisor, including several advisory mandates with both the private and public sectors in PPPs.
