Role Purpose
The Safety Manager - Regional will co-ordinate and effectively enforce all occupational safety and health (OSH) related risk management systems across the specific NEOM region, including but not limited to design reviews, start-up, construction, handover and operation of all assets and facilities.
In addition to monitoring the day to day OHS compliance activities of NEOM sites teams, the Safety Manager - Regional shall provide a direct interface with internal and external stakeholders, to enforce and ensure OHS compliance across all required NEOM Sectors.
The Safety Manager - Regional shall also ensure OSH legal requirements, policies, standards, safe systems of work and procedures are developed, communicated, implemented, and complied with by all NEOM Staff, Contractors & Visitors, and interface with NEOM Standards &
Audit and NEOM Training Manager to achieve that objective.
KEY ACCOUNTABILITIES & ACTIVITIES
Key Responsibilities
- Ensure compliance with all NEOM Occupational Safety & Health standards, including the NEOM Safety Management System (SMS) throughout the region.
- Communicate NEOM OHS standards, and the requirements of international standard ISO across NEOM organization as required, effectively.
- Ensure compliance with NEOM’s Occupational Health & Safety requirements at NEOM sites.
- Ensure Occupational Safety & Health compliance through the development of a robust internal audit and assurance program throughout the region.
- Ensure all Safety Incidents, near misses, hazard identifications and corrective actions are recorded in the Enablon platform.
- Ensure all Safety Assurance activities, Audits, Inspections and corrective actions are recorded in Enablon.
- Guide the OSH Compliance site teams on inspection activities and expedited close out of non-conformances.
- Undertake comprehensive investigations and reporting of all OSH non-conformance incidences.
- Suspend or instruct suspension of any NEOM internal or external Contractor/Vendor activities or work that may constitute an unacceptable OSH risk.
- Support with NEOM Corporate Safety Audits.
- Develop OSH KPI's and lead/champion NEOM behavioral safety initiatives.
- Participate with other NEOM entities to develop coordinated Emergency Response systems.
- Work with internal and external stakeholders to develop competence standards, education, and training development programs.
- Design & engage the wider NEOM community in Occupational Safety & Health initiative, schemes and promotional events.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
- Extensive understanding of, and experience in, Occupational Safety & Health laws, regulations, and associated management system frameworks, including international standard ISO 45001 relating to workplace health and safety
- Strategic acumen, with the proven ability to execute and drive change
- Comprehensive understanding of, and experience in, developing OSH best practices
- Experience in implementing Occupational Safety & Health management systems through compliance.
- Detailed knowledge of OSH quality assurance/efficiency and performance management processes and procedures
- Comprehensive knowledge of contractors management systems
- Good understanding of OHS compliance across the project cycle: - Design, Procurement, Construction, Test Commissioning, Handover and Operation
- Proven understanding of asset management requirements relative to OSH preventative and reactive maintenance
- Ability to handle and prioritize multiple tasks and projects simultaneously.
- Strong leadership ability and rational judgement and reasoning skills, with proven ability to communicate effectively at site, management and client levels.
- Excellent communication skills, with high standard of English (oral and written)
Qualifications
- Bachelor's degree (or higher qualification), with professional accreditation e.g., NEBOSH Diploma
- 10 years' experience in OSH compliance (including fire safety experience), with 2 years in a leadership role on a complex project
