Position Summary:
Experienced Quantity Surveyor on large-scale downstream oil and gas projects. will be responsible for managing and overseeing all aspects of quantity surveying throughout the lifecycle of the project, from initial cost estimation through to final account agreement. The role will involve preparing detailed cost reports, assessing contract terms, managing procurement activities, and ensuring cost-effective solutions while maintaining high-quality standards.


Key Responsibilities:


  1. Cost Estimation & Budgeting:


    • Prepare accurate and detailed cost estimates for construction and procurement activities related to the downstream oil and gas project.
    • Develop and manage project budgets, ensuring that costs are controlled and aligned with the project scope.
    • Collaborate with engineers and project managers to provide cost-effective solutions for design and construction.
  2. Tendering & Procurement:


    • Assist in the preparation and analysis of tenders, quotations, and procurement processes for construction materials, labor, and subcontractors.
    • Evaluate bids and make recommendations based on cost, technical specifications, and project requirements.
    • Ensure compliance with contractual terms and conditions during the procurement process.
  3. Cost Control & Monitoring:


    • Monitor project costs throughout the lifecycle, tracking progress against the established budget.
    • Identify cost overruns, conduct variance analysis, and propose corrective actions to maintain financial control.
    • Prepare regular cost reports for senior management, highlighting any significant cost trends or risks.
  4. Contract Administration:


    • Review and negotiate contracts, ensuring that all terms, conditions, and financial aspects are clearly defined.
    • Administer the contract during the execution phase, including managing changes in scope, issuing variations, and preparing final accounts.
    • Ensure timely and accurate submission of progress claims and invoices to clients and subcontractors.
  5. Measurement & Valuation:


    • Accurately measure and quantify work completed on-site in line with contractual requirements.
    • Prepare interim valuations and payment applications, ensuring that all work is properly accounted for.
    • Perform remeasurement of quantities to determine the value of work done during project execution.
  6. Risk & Value Management:


    • Identify potential risks and cost implications during the project lifecycle and advise project teams on mitigation strategies.
    • Conduct value engineering exercises to optimize costs and improve project value without compromising on quality or safety.
    • Ensure that all project deliverables are within the approved cost framework.
  7. Reporting & Documentation:


    • Maintain accurate and up-to-date records of all financial transactions, cost estimations, and contract variations.
    • Provide monthly reports on financial progress, cost forecasts, and any deviations from the initial budget.
    • Collaborate with the project controls team to ensure consistency in reporting and project tracking.
  8. Collaboration & Stakeholder Management:


    • Work closely with project managers, engineers, and procurement teams to ensure accurate cost tracking and smooth project execution.
    • Communicate effectively with clients, subcontractors, and suppliers to resolve any disputes or queries related to cost and contract matters.
  9. Continuous Improvement:


    • Identify and recommend improvements in cost control, procurement, and quantity surveying practices.
    • Stay current with industry standards, regulations, and best practices in the oil and gas sector, particularly in downstream projects.

Qualifications:


  • Bachelor's degree in Quantity Surveying, Civil Engineering, or a related field (or equivalent experience).
  • Experience in quantity surveying within the oil and gas industry, specifically in downstream projects (e.g., refining, petrochemical plants).
  • Strong knowledge of construction contracts (e.g., FIDIC, NEC, etc.), cost estimation techniques, and cost control practices.
