To support the Head of Quality (HoQ) – Design with specific accountability for Quality within the Engineering, Architectural and Design teams Directorate (ED), in implementing all aspects of NEOM’s quality assurance/control management system through design and leading the team that will monitor and oversee Design Consultant performance and compliance with all contractual information governing quality.


Ensure that the Quality team is effectively developing, implementing, and maintaining a Quality Management System (QMS) framework for all activities within the Directorate.


The Quality Engineer in Design will have at least 10 years’ experience in the quality field and be qualified to a degree level, or equivalent, having at least 5 years of hands-on experience working on the implementation of quality management systems including previous experience of developing design (as a design manager, or discipline lead) on mega construction programmes.


The Quality Engineer in Design should possess strong quality technical skills including competence in the Discipline that they will be working. (Civils/Structural, MEP or Architectural) and be an excellent communicator at all levels. Knowledge and experience of implementing and monitoring technical delivery systems/design management systems is essential.


Duties/responsibilities:


Quality Strategy and Framework


  • Undertake regular review of Legislative and Statutory requirements to determine those applicable and their program impact
  • Assist the ED Directorate in ongoing review and approval of the Design consultants QMS documentation (Quality Manual, Plans, Processes & Guidance and Templates)
  • Support the ED Directorates management of QA related records
  • Ensure a culture of project lessons learned and wider program continual improvement, is embedded within the ED Team including DP staff, Designers, Contractors and NEOM championed by the QA team, maximizing opportunities for lessons including internal project completion reviews, and supporting client experience
  • Support the DP innovation strategy
  • Support the preparation of Design Management Review presentation and supporting documentation
  • Support the output from Design Management Review is issued and raised recommendations are closed out by allocated parties
  • Bring failings or potential Quality breaches during design phase to the attention of the Head of Quality in Design
  • Act as a focal point and subject matter expert for all design quality related matters in NTL.

Project Management of Design Consultants and Sub-consultants


  • Establishing a right-first-time culture across the client team and all Design Consultants  that puts quality at the heart of design project delivery.
  • Ensuring that Design Consultants implement appropriate quality management arrangements, supported by the deployment of competent resources, that extend throughout their organizations including sub-consultants ensuring they establish plans for successful delivery.
  • Ensuring that Design Consultants quality systems and processes are fully aligned to the contracted requirements and support NEOM’s procedures for project fulfilment.
  • Ensuring that NEOM’s auditing of Design Consultants and their sub-consultants quality management arrangements provide overall assurance to the Chief Projects Officer and identify issues for immediate resolution by Design Consultants.
  • Ensuring that Design Consultants and their sub-consultants implement appropriate and achievable Stage Gate processes, achieving design outputs consistent with contracted requirements, fully supported with appropriate records.
  • Ensuring that the Stakeholders’ (Proponent and Projects teams) requirements to review and witness Design Consultant quality activities are identified and scheduled.
  • Ensuring that Design Consultants implement appropriate arrangements for the identification of Design Non-conformance and their subsequent rectification and remediation.
  • Leading investigations jointly with Design Consultants into significant design failures and recurring non-conformances, monitoring implementation of corrective and preventive action plans.
  • Establishing procedures for the progressive collation of learning amongst the the client team and Design Consultants and monitoring the implementation of subsequent continual improvement.
  • Establishing an effective working relationship with the Design Director/s to ensure support and oversight of the ED management of Design Consultants quality
  • Ensuring the appropriate assignment of available resources to support the individual design disciplines.
  • Acting as the point of contact for all Design related quality issues.
  • Ensuring that the ED corporate quality KPIs are managed and achieved.
  • Developing discipline specific quality in design KPIs as required
  • Producing quality in Design reports as required.
  • Attending Design Consultant Quality Focus Meetings and audits as required

Quality Administration


  • Attend as required Quality function team coordination meetings
  • Participate in, and make a positive contribution to, the required external coordination meetings
  • Ensure program staff awareness of Quality related lessons learned opportunities and information through the issue of technical bulletins and case studies

Quality Reporting


  • Support the issue of ED Quality Reports on a regular basis particularly focusing on NEOM and DP ED (including trend in KPIs)
  • Ensure QA team and field teams are reviewing Designers Quality Reports and attending relevant coordination meetings (including trend in KPIs)
  • Ensure QA team and field teams are reviewing Sub-Consultants Quality Report and attending relevant coordination meetings (including trend in KPIs)
  • Establish, collate, and monitor performance measures based against ED quality objectives, with particular focus on performance of Contractors
  • Trend analysis of data to support reporting and recommendations to the ED Director and Quality Director

Staffing / Training activities


  • Support ED QA on-boarding and inductions awareness provides suitable information for the audience
  • Support the ED QA section of program training matrix meets Quality needs including course content and feedback
  • Ensure training is being completed in line with competence needs
  • Support the administration of ED QA staff in accordance with program policy. 
  • Conduct performance evaluations that are timely and constructive. 
  • Support external best practice QA team networking events and opportunities for the QA Team and wider program

Education and Experience:


  • Bachelor’s degree (or equivalent) in Business, Engineering, or field related to the role.
  • Relevant professional membership – MCQI or equivalent.
  • Competence in the discipline to which the role is attributed (Civils/Structural, MEP or Architectural)
  • 10 years plus experience in related senior QA Management role required, a significant amount of which should be working on mega construction programmes and quality in Design
