Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 




Job Summary:

The Project Coordinator is responsible for supporting the Area Engineering Manager to monitor and coordinate the design process for all Procure-Construct (P&C), Engineer-Procure-Construct (EPC) Contracts and Purchasing Contracts. The work will require close coordination and direct interfacing with Construction staff, Design Consultant staff and Contractor’s design team.


Coordinates the engineering activity (all disciplines) on a project, or designated portions of a project, for a global business unit. Plans and coordinates engineering assignments on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.




Major Responsibilities:
  • Directs and coordinates engineering activities for the project or assigned portion across all disciplines.
  • Establishes detailed project execution plan and the development of the overall project engineering budget and schedule.
  • Coordinates activities among the design groups on the project and allocated design contracts to develop Task Releases to local engineering firms (A/E’s).
  • Manages the flow of information required from third parties to assure the timely progress of the engineering work.
  • Raise trends and submit to project controls and prepare Design Change Notices.
  • Prepare scope and design cost estimate for all allocated Task Releases.
  • Communicates on technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
  • Participate in monthly area review meetings to report on project performance and resolution of engineering issues.
  • Submit timely and accurate data to project controls for weekly and bi-weekly reports.
  • Monitor the timely completion and response of Technical Queries (RFI, FCD)
  • Review and ensure quality of A/E submittals.
  • Coordinates engineering activities for the project or assigned portion coordination with all disciplines within a global business unit.
  • Develops design and procurement schedules for approval.
  • When assigned coordinate engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
  • Ensures that Technical Risk Assessments are comprehensive, engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.


Education and Experience Requirements:
  • BS degree in Civil/Structural/Architectural/Mechanical engineering discipline.
  • Minimum of 5 years experience in the coordination and design of Civil/ Buildings / and infrastructure works, coordination of multi-discipline designs and experience in field of construction and/or operation.
  • Strong professional engineering background coordinating the design development of buildings and infrastructure projects. Proven coordination skills in engineering design. 


Required Knowledge and Skills:
  • Project delivery experience in Middle East with Architectural, Structural, Mechanical or general Civil Engineering background related to design of buildings / infrastructure.
  • Knowledge of industry/regulatory codes and standards and design criteria pertinent to the discipline.
  • Experience with preparation and monitoring of engineering performance and progress reporting (EPPR) and engineering fee proposals and engineering design contracts
  • Experience in coordinating engineering designs in a BIM environment.
  • Knowledge of Engineering software applications as related to the design of buildings and associated lot civil infrastructure including, but not limited to: BIM, Civil 3D, Autodesk suite of CAD and other engineering analysis tools.
  • Execution of planning and scheduling.
  • Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
  • Proficient knowledge of project coordination processes and procedures.
  • Experience with buildings LEED accreditation requirements.
  • Proficient knowledge of coordination processes and procedures.
  • Knowledge of Implementation of Master Plan
  • Experience in coordinating of design with consultants
  • Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
