Role Purpose
The Planning Strategy Manager is responsible for optimizing berth usage to ensure efficient vessel handling. Key duties include berth allocation, scheduling, and coordinating with key internal and external stakeholders to maintain safe and smooth operations. This role requires effective communication with stakeholders, emergency response planning, and ongoing efforts to improve operational efficiency and safety. Additionally, the manager analyzes future cargo projections provided by the commercial team to ensure safe and productive terminal operations.
During Terminal design phase you shall support the design, analysis, development, and implementation of the complete processes, guidance and training material.
KEYACCOUNTABILITIES&ACTIVITIES
Role & Responsibilities
- Responsible for allocating berths to incoming vessels based on their size, type, and the port's capacity. They also need to create and manage a schedule to ensure a smooth flow of vessels in and out of the port.
- Maximizing the utilization of available berths, ensuring that berths are used efficiently to minimize downtime and optimize overall port operations.
- Collaborate with execution teams to ensure seamless cargo loading and unloading operations, aligning with berthing schedules.
- Ensuring all vessels berthing within the Port of Neom have correct documentation and are on file 48 hours prior to arrival.
- Develop a yard strategy to optimize the inward and outgoing flows of containers from and to the yard, acting as an enabler to streamline the vessel activities as well as the gate activities.
- Ensure that container stacking yard is planned in accordance with the defined Yard Strategy, enabling a proper equipment deployment and avoiding clashes among the various yard activities aiming a very high-level performance.
- Elaborate daily plans with support of commercial to reduce yard shuffles as much as possible and keep the rate of unproductive moves at the minimum possible level.
- Act actively with the gate flows by having a clear understanding of the daily yard demand and being able to manage the appointment windows to match capacity. Maintain all yard planning related parameters /settings in the Terminal Operating System (TOS) to ensure smooth execution of operations.
- Provide alternative plans in the event of a deviation or exception during execution to guarantee that the defined yard strategy and standards are followed.
- Close collaboration with the vessel planning team to ensure alignment and to maximize operations performance and efficiency.
- Manage the continuous yard integrity process and verify that yard inventory between the TOS and the yard block management system is consistent.
- Maintain daily reports on the yard utilization, berth utilization and Terminal performance.
- Monitor and fine-tune the terminal operating system to ensure that yard planning is satisfactory and meets the strategy requirements and international safety standards.
- Work actively on the strategy of future terminal assets and expansion projects already in progress.
- Maintain a mindset of continuous improvement in order to solve difficulties and improve his own skills.
- Collaborate with other areas of the Terminal to achieve departmental goals.
During Terminal Design phase:
- Define process flows and procedures.
- Define best practices within Berth and Yard Planner role and responsibilities.
- Actively participate in the implementation of the TOS in its different phases.
- Participate in the development, testing and implementation of functional, integration, stress, performance, regression, and user acceptance tests.
- Build SOP’s and training documents where required.

BACKGROUND,SKILLS&QUALIFICATIONS
Knowledge, Skills, and Experience
- An effective manager with a proven track record.
- The position requires a professional knowledge in Terminal operations, and its operating systems (TOS / GOS / Appt / etc.)
- Deep knowledge in Terminal automation modules in the waterfront, yard, trucking, etc.
- Business & commercial acumen and excellent stakeholder management skills are also essential.
- Analytical skills are necessary in order to correctly identify risks and solve any problems which may arise throughout the project.
- Good time management skills and the ability to juggle multiple tasks at once. A good communicator with effective stakeholder management & conflict resolution skills.
- Be a good team player and an effective leader who is able to motivate their project team and planning team.
Qualifications
- Bachelor’s Degree in business administration, Engineering, Supply Chain, Logistics,
international trade or equivalent
- Relevant years of experience.
