ROLE OVERVIEW
The Municipal Commercial Compliance Manager ensures that all commercial activities within NEOM adhere to regulatory standards, organizational policies, and health and safety requirements. This role involves monitoring compliance, conducting audits, implementing improvements, and focusing on loss prevention to maintain high standards of commercial operations.
The Municipal Commercial Compliance Manager will report to the Municipal Operations Director and collaborate with the Municipal Affairs team, NEOM sectors, regions, and departments, as well as service providers, vendors, suppliers, and other external governmental and private entities.
REQUIREMENTS SUMMARY

ROLE COMPETENCIES & ACTIVITIES
The Municipal Commercial Compliance Manager's responsibilities will include, but not be limited to:
Stakeholder Management
- Offer regulatory interpretation and advice to stakeholders on both large-scale municipal changes and ad hoc inquiries.
- Manage and oversee stakeholder submission and validation process.
- Communicate the newly issued and reviewed municipal policies, procedures, regulations, and guidelines with NMA management.
- Maintaining rapport with the municipal functions to resolve any regulatory conflicts and to answer related questions.
- Overall coordination with other stakeholders.
Compliance Management
- Lead municipal compliance activities in a manner that builds understanding and creates ownership.
- Participate in planning and coordinating municipal regulations & standards implementation activities of the NMA entities to guarantee compliance.
- Develop and review compliance standards processes and share lessons learned with the internal and external stakeholders.
- Support the department with the implementation and annual management of the ISO 9001:2015 framework under the applicable provisions.
- Ensure existing compliance processes and procedures are being followed through audits.
Project Management
- Implement compliance initiatives internally & manage compliance with third-party entities.
- Ensure HSE requirements & NEOM business policies are adhered to.
- Design and develop project plans to implement new policies, programs, initiatives, and systems.
- Review municipal contractual statements of the department contracts.
- Provide required support during internal and external audits as needed.
Leadership
- Manage, coordinate, and evaluate the improvement of municipal governance management processes.
- Ensure all policies, procedures, and standards within NMA are aligned with Saudi Arabia Law and the Ministry of Municipalities and Housing (MOMAH).
- Present findings, projections, and recommended actions and support senior management to achieve compliance with municipal internal/external regulations.
- Ensure meeting the departmental goals & objectives.
- Conduct related updates and presentations to management and team.
- Prepare and provide monthly/weekly highlights/status reports and presentations to management.
- Any other related tasks required.

EXPERIENCE & QUALIFICATIONS
Knowledge, Skills and Experience
- 7+ years of experience working in a HSE management and compliance role.
- Experience in Municipality services or Facilities Management Services with a focus on the Operations and Maintenance field (O&M).
- Excellent experience in Project management systems/Tools.
- Experience managing safety across multiple (construction) sites and within facilities.
- Excellent understanding of safety systems (Fire alarm, emergency systems).
- Understanding of the related standards - ISO 45001.
