Job Purpose:
To help the company assure the right manpower needs are met within the allocated budget and facilite smooth mobilization and demobilization processes throughout the company.
Principal Accountabilities:
Manpower Planning Strategy:
Develop and implement comprehensive workforce planning strategies to align with company and project timelines and requirements.
Analyze company-wide schedules, resource demand forecasts, and labor availability to develop effective manpower deployment plans.
Collaborate with project managers, department heads, and HR to understand specific staffing needs and adjust manpower plans accordingly.
Resource Allocation:
Oversee the mobilization and demobilization processes for incoming and outgoing workers, ensuring alignment with the manpower plan and budget.
Develop and implement a comprehensive replacement plan to address workforce turnover, retirement, project-specific staffing needs and compliance with Labor Law
Annual Manpower Budgeting:
Develop and manage the annual manpower budget, ensuring alignment with overall company budgets and financial goals.
Monitor and control manpower-related expenses to stay within budgetary constraints.
Provide regular financial reports and updates on manpower costs to senior management.
Workload Analysis:
Conduct thorough workload analysis to determine optimal staffing levels for various projects and departments.
Identify potential bottlenecks and workload imbalances, and recommend appropriate staffing adjustments.
HR Analytics and Reports:
Utilize HR analytics to generate insights into workforce trends, utilization, and efficiency.
Develop and maintain dashboards and reports on key workforce metrics, including headcount, turnover rates, and productivity.
Present data-driven recommendations to senior management to optimize manpower planning and deployment strategies.

Degree
Bachelor’s degree (Required)
Master’s Degree (Preferred)
Years of Experience
7 + years of relevant experience in OD, Manpower Planning or Recruitment
3+ years in positions of progressively increasing managerial responsibilities
Proven experience in organization development, including organization design, job analysis, policy development, and competency modeling.
CIPD, SPHRi, SCP Certificates preferred
