ROLE OVERVIEW
An Indirect Procurement Manager is responsible for leading the sourcing effort, identifying potential suppliers, and conducting negotiations on high-value or strategic categories. Leads and supervises the execution of all procurement activities within the OPERATIONS procurement, including pre-qualification, scope clarification, RFP preparation and execution, and award. Assigns work and manages the workload of the procurement professionals allocated to their team. Ensures close collaboration with NEOM Legal and Finance departments. Key success factors include speed to market, compliance, optimized cost, and impeccable compliance.
The Indirect Procurement Manager is expected to contribute as part of the broader Procurement leadership team and to support the improvement of processes and procedures. Can build relationships with business stakeholders across the organization to ensure alignment of objectives and priorities. Additionally, as part of NEOM's overarching cultural vision, the candidate will be expected to align with NEOM's ethos of innovation, collaboration, and sustainability, embodying the transformative goals of the project.
KEY ACCOUNTABILITIES & ACTIVITIES
- Development of Indirects procurement strategies
- Creation and management of short-, mid-, and long-term goals and objectives for themselves and the team under management
- Creation and improvement of best-practice-based processes (e.g., leadership of high-value/strategic sourcing efforts)
- Management of business process and optimization
- Identification and realization of cost-saving and cost-reduction opportunities
- Optimization and management of procurement systems and solutions
- Actively lead bid slate development and run RFPs independently
- Manage contract negotiations and manage pre- and post-award activities
- Managing the skills and competency development of procurement staff, including training development and knowledge management capabilities
- Leadership of cross-functional teaming across other business functions and initiatives
- Budget management for categories under management – and for procurement itself
- Development of benchmarks to be used for continuous improvement
- Assist in developing financial analytics to support commercial term negotiations with performance dashboards and ROI-based evaluation tools
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills, and Experience
- Ability to both lead and be led effectively; is a team player.
- Solid understanding of services procurement, including Framework Agreements and Master Service Agreements.
- Well-developed business acumen and commercial sense.
- Working knowledge of finance and accounting in terms of budgeting, cost management, financial accounting, treasury, and risk management.
- Industry knowledge of broad dynamics and trends.
- Ability to speak the same business language with key stakeholders.
- Excellent communication skills and strong listening abilities to capture the "voice of the internal customer."
- Acts as an ambassador of procurement ethos to other departments and sectors.
- Ability to “sell” procurement’s value and run procurement as a professional services business.
- In-depth knowledge of sourcing and procurement principles and best practices.
- Awareness of current trends within procurement and supply chain globally.
- Strong negotiation skills for large commercial deals.
- Experience with modern sourcing and procurement systems.
- Familiarity with legislative and regulatory requirements.
- Understanding of standard contractual terms and conditions to mitigate legal risk.
- Strategic mindset and problem-solving skills.
- Change management skills and self-awareness to adapt to diverse stakeholders.
- Knowledge of enterprise risk management and business continuity planning.

Experience:
- 7+ years of experience in strategic sourcing, procurement, or vendor management, preferably in a high-growth technology environment.
- Procurement organizations within a similar industry
- Procurement consulting
- Sell-side of a large supplier segment
Qualifications
- Bachelor's degree in supply chain management, business, or a related field.
- Technical qualifications in engineering or applied sciences are preferred.
