Job Purpose



KAUST in partnership with NEOM is executing the world's largest coral reef conservation, enhancement, and restoration project. The project will involve working across a 100-hectare reefscape near Shushah Island in the northeastern Red Sea as well the construction and operation of the world's largest coral nursery that will produce half a million corals per year for coral reef restoration and enhancement. KAUST seeks to develop an operation that will utilize existing and new state-of-the-art coral restoration techniques combined with industrial-scale aquaculture practices to maximize efficiencies and reduce labor demands through automation.   


This project will involve a complex interaction of industrial-scale aquaculture, marine construction, and significant vessel & diving operations in a remote environment under a compressed timeline. People and environment safety are the project’s highest priority and as such it is necessary to build a robust, and resilient HSE plan that facilitates efficient operational project delivery.  


The Health, Safety and Environment (HSE) Manager is responsible for the development, implementation, and administration of the HSE system for the complex project. He/she is responsible for working with multidisciplinary team HSE and project professionals to seamlessly integrate comprehensive health and safety practices across all project elements. This position will be based primarily in NEOM with occasional trips to KAUST as needed.



Major Accountabilities



  • Responsible for developing and implementing a comprehensive HSE strategy for the project, considering KAUST and NEOM HSE standards. 
  • Works closely with NEOM to operationalize and monitor the emergency services and HS functions for the project as agreed. 
  • Collaborating with Coral Nursery and Reefscape management teams, to develop policies and procedures that are safe but also operationally effective. 
  • Works with the Marine Operations Lead and Dive Safety Officer to develop and manage a safe and effective marine and dive operations program. 
  • Develop and maintain positive working relationships with management staff, contractors, and service providers. Provide back-to-back support to other KAUST health and safety specialists when needed. 
  • Be the ambassador, championing safety culture throughout the project elements, through education and awareness programs.  
  • Develop performance goals, strategies, and metrics that focus on outcomes.  
  • Direct the team to develop a robust, resilient, and redundant HSE system that can manage both day-to-day and emergency situations in an operationally efficient manner.
  • Close coordination with NEOM HSE and Emergency Services. 
  • Lead environmental compliance of the project with both KSA and NEOM environmental requirements.
  • Provides advice and consulting services to project leadership regarding   HSE-related issues, risk assessment, trends in loss control, and effectiveness in achieving the HSE objectives. 
  • Manage the development and implementation of training, accreditation, and educational awareness programs throughout the project.
  • Assist leadership in emergency evacuation procedures and departmental business continuity management.
  • Conduct various drills to familiarize the organization with diverse evacuation scenarios.
  • Develop and manage robust documentation control systems in compliance with internal and external requirements. 
  • Responsible for investigating HSE incidents and recommend actions; and providing timely incident reports to the management.
  • Any other appropriate tasks associated with the HSE of the project as assigned by KAUST HSE and the Project team.

Qualifications



  • Bachelor's degree in engineering or science required.
  • Specialized certifications in Health & Safety is mandatory.

Experience



  • Minimum of 8-10 years of relevant experience in a similar role.     
  • Strong leadership experience.  
  • Demonstrated experience in reducing health and safety incidents through measures like education and awareness, collaborating with project teams, and understanding the business.   
  • Ideally certified to provide various elements of diving training instruction on scuba diving safety procedures.    
  • Experience with marine and diving operations.
