Role Purpose
The HSQE Project Director is responsible for the overall direction, coordination, implementation, execution, control, and completion of specific Health, Safety, Quality, and Environmental (HSQE) projects ensuring consistency with company strategy, commitments, and goals.
KEY ACCOUNTABILITIES & ACTIVITIES
Key Accountabilities & Activities
- Lead the planning and implementation of HSQE projects.
- Oversee the implementation of the PMC HSQE Construction plan.
- Ensure that Contractors implement robust HSQE Construction Plans.
- Lead and manage the HSQE team, including training, support and development of team members.
- Evaluate the effectiveness of Contractor Health & Safety Plans and ensure that qualified HSQE managers and candidates are deployed by Contractors.
- Approve PMC HSQE professionals.
- Plan and execute regular HSQE audits of the PMC and Contractors.
- Implement HSQE lessons learned and best practices.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
- At least 18 years experience (with at least 5 years as HSQE Director).
- Strong operational HSQE experience in a Contractor role.
- Knowledge of incident investigation and root cause analysis techniques.
- Strong leadership and interpersonal skills.
- Knowledge of KSA HSQE legislation and international best practice with regards to heavy construction, including, but not limited to mobile plant and equipment, work at height, excavations, confined spaces, temporary works and lifting operations.
- Experience in developing HSQE training programs, including the ability to conduct and facilitate training as required.
- Experience preparing HSQE reports and a track record of driving HSQE performance improvements.
- Excellent presentation skills and ability to communicate effectively with all Stakeholders.
Qualifications
- University degree from an accredited university or NEBOSH Diploma or equivalent (NVQ5/ BSC Diploma).
- CMIOSH or equivalent.
