We are seeking an experienced manager to lead the governance setup for a Mega Strategic Transformation Program within the Labor Sector. This role requires a seasoned professional with a strong background in strategy and transformation, specifically in the development and implementation of governance frameworks, operating models, processes, RACI matrices, and interaction models. The successful candidate will work closely with senior stakeholders to ensure the successful delivery of the transformation program, aligning with organizational goals and regulatory requirements.


Key Responsibilities:
  • Governance Framework Development:


    • Design and implement a robust governance framework tailored to the Mega Strategic Transformation Program within the Labor Sector.
    • Establish and maintain governance policies, procedures, and standards to ensure alignment with the program’s objectives.
  • Operating Model Design:


    • Develop and refine the operating model for the program, ensuring it supports the strategic objectives and efficient execution of the transformation initiatives.
    • Collaborate with key stakeholders to align the operating model with the broader organizational structure and strategic direction.
  • Process Development and Optimization:


    • Define and document key processes required for the effective management and execution of the transformation program.
    • Identify opportunities for process optimization and implement improvements to enhance efficiency and effectiveness.
  • RACI Matrix Creation:


    • Develop a comprehensive RACI (Responsible, Accountable, Consulted, Informed) matrix to clarify roles and responsibilities across the program’s various initiatives.
    • Ensure the RACI matrix is communicated and understood by all relevant stakeholders, facilitating clear accountability and decision-making.
  • Interaction Model Design:


    • Design and implement an interaction model to streamline communication and collaboration across different teams and stakeholders involved in the transformation program.
    • Foster strong relationships and ensure effective communication channels are in place between internal teams, external partners, and key stakeholders.
  • Stakeholder Engagement and Management:


    • Engage with senior leadership and key stakeholders to understand their needs and expectations, ensuring alignment with the program’s goals.
    • Provide regular updates on the program’s progress, risks, and issues to the steering committee and other governance bodies.
  • Risk Management and Compliance:


    • Identify and mitigate risks associated with the governance, operating models, and processes of the transformation program.
    • Ensure compliance with relevant laws, regulations, and organizational policies throughout the program lifecycle.
  • Performance Monitoring and Reporting:


    • Establish key performance indicators (KPIs) to monitor the effectiveness of the governance framework and operating model.
    • Prepare and present regular reports on the program’s governance and operational performance to the leadership team.
Qualifications:
  • Bachelor’s degree in Business Administration, Management, or a related field. A Master’s degree or MBA is preferred.
  • Proven experience in strategy and transformation consulting, with a focus on governance frameworks, operating models, and process development.
  • Proven experience in leading large-scale transformation programs, preferably in the public or labor sector.
  • Strong understanding of governance best practices, including RACI matrix development and interaction model design.
  • Excellent communication and stakeholder management skills, with the ability to engage and influence senior leaders.
  • Experience in risk management and compliance within complex programs.
  • Strong analytical and problem-solving skills, with a strategic mindset.
  • Relevant certifications in project management, governance, or related fields (e.g., PMP, PRINCE2, CCGP) are a plus.
