ADMINISTRATIVE RESPONSIBILITIES: 


1. Participate in setting the goals, initiatives and plans for the division and manage their execution at the department level


2. Manage day-to-day activities and operations, including implementation of all policies and procedures, and recommend potential improvements where appropriate


3. Assist in the development and management of financial and human resource requirements (annual budget)


4. Manage, guide and support employees in the execution of their work and develop them to improve performance



FUNCTIONAL RESPONSIBILITIES:


1. Baseline the current state of the project financing industry, including identifying existing programs, regulations and laws enacted to support and facilitate financing of the contracting sector as well as challenges as appropriate


2. Understand the requirements of the different stakeholders at play such as the bank’s requirement to guarantee the maturity of a loan or the contractor’s project financing requirement


3. Assess the current methods employed by financial institutions to evaluate the integrity of the borrower and to channel the funds


 4. Conduct a feasibility study on the different financial instruments available to the industry and their popularity such as loan provision and equity-based funding


 5. Benchmark with complications encountered by other contracting sectors around the world to understand the extent to which the development of the country’s infrastructure (housing shortages…) is reliant on the financing industry


6. Develop and propose solutions to address issues and challenges identified and in line with identified best practices applied at a global level


7. Conduct meetings and coordinate closely with authorities and stakeholders (including contractors and banks) to better understand the impact of proposed solutions on them and feasibility to implement them.


8. Define an implementation roadmap, detailing required activities for implementing the proposed solutions whilst taking into account the current state


9. Coordinate closely with other governmental entities to ensure the effective implementation of new or amended solutions.


10. Work alongside concerned stakeholders at SCA to lobby relevant government entities in the implementation of recommended



Requirements- Bachelor’s degree in Engineering, Finance/accounting or equivalent with a minimum of 10 years of related experience
-Master’s degree in Engineering, Finance, or related discipline is preferred
-Prior experience of (6+ years) in a managerial role
- Solid Experience in Contracting sector
