Job Description



The Organizational Setting The General Authority of Civil Aviation (GACA), Aviation Safety and Environmental Sustainability Sector is the regulatory body of the Kingdom of Saudi Arabia’s aviation industry. Among its functions, the sector issues and updates safety regulations for civil aviation ensures compliance with regulations and procedures, and conducts oversight to guarantee the highest possible levels of safety and security.
The cooperation provided under the ICAO CDI technical project aims to support the GACA/Aviation Safety and Environmental Sustainability Sector with its commitment to provide efficient and cost-effective safety oversight on civil aviation activities in the Kingdom of Saudi Arabia.
Fatigue Risk Management Expert (OPAS) is responsible for implementing and managing a data-driven Fatigue Risk Management System (FRMS) that ensures continuous improvement and mitigation of fatigue risk for aviation stakeholders in the Kingdom.

Major duties and Responsibilities



Function 1 (incl. Expected results)
ICAO OPAS Officer will be under the direct leadership and supervision of the Aviation Safety and Environmental Sustainability Sector within GACA. He will be assigned to carry out the following duties and responsibilities established within this specific job description as follow:
Administers and executes GACA Fatigue Risk Management System (FRMS). The Expert will administer a data-driven system, based largely upon scientific principles and operational knowledge, which allows for continuous monitoring and management of safety risks associated with fatigue-related errors. The Expert will identify and provide mitigation suggestions to manage the potential risks associated with fatigue. He/she will manage, monitor, and mitigate the effects of fatigue to improve aviation stakeholders' alertness and reduce performance errors. Develop and implement risk management and safety assurance processes for fatigue. Design fatigue-related education and training modules. Manage the analysis, investigation, documentation, trending, and monitoring of the GACA FRMS to the industry stakeholders. Perform other related duties in his field of specialization, as assigned.
Impact of The Outcome of the Position The cooperation provided under the SAU22801 Project aims to reinforce GACA's capacity to provide safe, efficient, and cost-effective civil aviation services through the input of ICAO Advisers and Consultants in specialized disciplines to: address specific problems arising from the introduction of new technologies; develop manpower and training plan, as well as a career progression plan, which will provide sound guidance for management decisions affecting the hiring, training, promotion and retention of its highly trained personnel.
The incumbent of the position facilitates the implementation of ICAO requirements in fatigue risk management and associated guidance material including audit, oversight, and inspection of service providers certified in accordance with GACA requirements.

The incumbent establishes relationships and contacts with Aviation Safety and Environmental Sustainability Sector Managers at GACA.

The incumbent establishes relationships and contacts with Contractors, Consultants, International regulators, and bodies.

Qualifications and Experience



Education
University degree in Aviation, or relevant academic qualifications.
Professional experience
Extensive experience (10 years or more) in a modern, up-to-date environment, at increasing levels of responsibility, leading to supervisory level in aviation fatigue risk management and in large government, international organizations or aviation industry. Professional or advanced technical, and operational qualifications in FRMS. Experience at senior or supervisory level in aviation FRMS. Demonstrated experience relating to safety management and/or civil aviation safety regulations. Thorough knowledge of ICAO SARPs. Ability to write clearly and concisely detailed technical and specialized reports and to make verbal presentations. Knowledge and accuracy in applying directives from the International Civil Aviation Organization.
