POSITION SUMMARY


The Operations Director GH2 NGHC is accountable for the development of the operating and maintenance organization – people and systems of the NGHC facility Green Hydrogen (GH2) Assets.


The GH2 Assets consist of: H2 Production through electrolysis; Ammonia Production; an Air Separation Plant; H2 Compression and Storage; and Utilities including Ship Loading.


NATURE & SCOPE


The role of Operations Director GH2 is to develop the operating organization from early stage of the project to on-stream and commercial operation. The role must provide on-site management oversight of the operations and maintenance of the NGHC Green Hydrogen Assets through the Commissioning and Start-Up phase of the facility. The expectation is that the incumbent will continue into the long-term operation of the Assets.


This role must ensure all that the Operations, Maintenance and Engineering processes, procedures and systems are put in place to be able to deliver the Operational KPI’s, which include Environment, Health & Safety (EH&S), Reliability, Efficiency, Cost Control, Quality, Maintenance and meeting the customers contractual needs.


The incumbent will report to the Operations VP NEOM Green Hydrogen Company. The Operations Director GH2, will initially have a leadership team consisting of Unit Plant Managers, Maintenance and Engineering managers and will lead a team consisting of Operations Managers, Operations Supervisors, Operating staff, Maintenance and Engineering staff. This position will lead a team of approximately 100-120 personnel.


LIAISE/COOPERATE WITH:


Role has significant contact across the organization and will liaise with the following groups:


  • All NGHC functional teams – Exec Management, HR, Finance, Projects, EHS&S, Business Development, Supply Chain
  • NGHC Operations Director – Power Elements
  • JV Partner organizations – AP, ACWA/NOMAC, NEOM
  • AP EPC Engineering & Technology Teams
  • AP EPC Project & Commissioning Teams
  • Key technology providers/suppliers – TK NUCERA, Haldor Topsoe, Baker Hughes etc.
  • AP Global Operational Excellence Team
  • AP Global EH&S Team

PRINCIPAL DUTIES AND RESPONSBILITIES 


  • Operations Leadership
    • Developing a robust operations and maintenance strategy and associated budget that will ensure the long terms successful performance of the GH2 facility, working closely with the Power Elements Operations Director to ensure seamless facility integration.
    • Understanding all relevant EH&S regulations applicable to the facility and developing plans on how they will need to be implemented at the facility to ensure compliance. Understand and develop where necessary all NGHC key systems used to manage day to day operation of our existing facilities and applicability to the facility’s technologies. Identifying any gaps in procedures to risk manage the facility and develop new strategies to close gaps.
    • Understanding commercial agreements associated with the facility and where applicable ensure that project scope is aligned to deliver what is required under the contracts.
    • Ensuring the timely review and approval of the engineering and design basis from an operations & maintenance perspective to ensure the long-term successful operation and performance of the integrated facility
    • Ensure KPI’s are selected for all operating areas to drive the correct behaviour and that can be used to demonstrate facility performance internally and to the customer.
  • Facility Start Up
    • Support the start-up of the facility to ensure start-up team are successful, collaborating with the customer to develop appropriate performance tests to be used as a performance datum for contract.
    • Manage facility handed over from EPC to Operations consistent with our standards.
  • Active Learning
    • Ensure that learnings from the commissioning phase through to Beneficial Operation and changes to the facility during the early operations phase are captured and managed under a Management of Change process. 
  • Asset Management
    • As part of commissioning & performance testing and subsequent facility set up, start up and operation, ensure that asset management ideas are captured as part of the asset management program such as reliability improvement & capacity improvements.
    • Manage any required third-party service level agreements to ensure the safe and successful operation of the plant – Air Products, TK NUCERA, Haldor Topsoe, emergency response, security etc.
  • Staffing
    • Responsible for the hiring, training, and management of the GH2 facility operations & maintenance team and developing a team with the cross functional skills needed to support facility operation.
    • Ensuring that NGHC values, culture is created and is instilled in the team.
    • Ensuring the required Saudization rate is met as per NGHC guidelines.  
  • Management Systems
    • Responsible for developing and implementing management systems used to support facility safety (Lock Out Tag Out, Permit To Work, Worker Safety, Incident Reporting etc.), operational procedures (Start-up, Operating & Emergency Procedures, MOC) and environmental compliance procedures and systems.

The role will lead the GH2 facility management team and is expected to be able to work successfully in a highly matrixed organization and acting as the key operational interface with the customer.


GH2 Operations Director, in consultation with the Power Elements Operations Director will work with Unit Managers & Maintenance Manager to set goals and from that develop specific strategies and plans to meet those goals, cascade goals to the Operations & Maintenance teams.


People Management


  • Ensures all staff have clear objectives, regular performance feedback sessions, formal annual appraisals, and development plans, with particular emphasis on the development of talented Saudi national staff.
  • Ensures and facilitates the employment, training, and development of Saudi nationals within the organization.

5. EDUCATION & EXPERIENCE:


ESSENTIAL EDUCATION and/or QUALIFICATIONS REQUIRED


  • Bachelor’s degree in engineering (Chemical, Mechanical or Electrical).
  • Minimum 15 years Operations experience in large complex facilities within the industrial gases, chemical, refining, or petro-chemical industries and direct experience with Multi-unit Operations, Engineering and Maintenance.
