Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 




Job Summary:

Manages (sub)contract operations to ensure the effective formation and administration of (sub)contracts. Responsible for implementation of the Standard Work Process Procedures and automated (sub)contract management systems. Responsible for the training of personnel assigned to support (sub)contract administration.




Major Responsibilities:
  • Responsible for the development and implementation of a (Sub)contract Management Program for the project consistent with the Standard Work Process Procedures and the Subcontract/Contract Management Manual. Responsible for the development and management of a procedure to recognize and identify (sub)contract claims as they develop and manage the timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as appropriate. Responsible for the development and management of appropriate mechanisms to monitor compliance with (sub)contract terms and conditions.
  • Analyze the (sub)contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Projects Controls Manager, Project Manager and Program Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
  • Responsible for working with the other Project Team members to ensure that Bechtel or customer related actions or inactions which could result in constructive (sub)contract changes are identified and make recommendations on their resolution.
  • Maintain a working relationship with Construction, Engineering, Procurement, Legal and Risk Management to facilitate organizational interfaces between those performing (sub)contract administration. Provide Project Manager and Program Manager with reviews and analysis of the (sub)contract financial data.
  • Administer the Prime Contract between Client and Bechtel, including but not limited to preparing and obtaining corporate policy approval of changes, preparation of amendments and securing corporate legal approval, maintain obligations & action matrix, maintain pending items, adherence to insurance requirement, maintain insurance log and interface with regional and GBU Legal and Risk Management on all insurance matters, and interface with client on financial matters relative to the agreement.
  • Interface and maintain a relationship with senior client management, while more specifically, relationships with Contract, Engineering, Construction and Legal management and teams.
  • Perform any other duties assigned by the Project Manager.


Education and Experience Requirements:

Level 1


  • Bachelor's or Master's degree in a field relevant to construction, engineering, contracts or management and 13-15 years of relevant experience or 17-19 years of relevant work experience

Level 2


  • Bachelor's or Master's degree in a field relevant to construction, engineering, contracts or management and 15+ years of relevant experience or 19+ years of relevant work experience


Required Knowledge and Skills:
  • Broad experience in the formation, administration, negotiation and award of all types of contracts.
  • Advanced knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Direct experience in supervising personnel, workload distribution and execution of the work, as well as personnel interviews, selection, salary planning, performance evaluation, team building and career counseling.
  • Fluent in English (speaking, reading & writing)
  • Excellent communication, presentation and interpersonal skills required.
  • Coaching and mentoring skills required for knowledge transfer to colleagues in the administration of contracts, including enhancement of processes and procedures.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Previous experience on integrated project(s) with a client.
  • Second language ability (e.g. Arabic)
  • Relevant experience on infrastructure-based projects, such as site preparation, site development and highways, as well as buildings projects (substations, water treatment, major buildings, etc.).
  • Experience in pricing, contract law, contract drafting, administration, claims, negotiation of change orders, effective correspondence, planning and scheduling. 
  • Thorough knowledge of (sub)contract administration, office and field procedures and documents relating to a multi-discipline construction project. 
  • Knowledge in the formation and administration of construction, technical and O&M contracts relative to law, negotiating and cost engineering.
  • Knowledgeable in various construction disciplines – civil, structural, electrical, mechanical, telecommunications
  • Resourceful, self-motivated individual with good leadership skills, with drive to meet critical project deadlines.
  • Effective in providing direction/supervising to a team, including work allocation and career development.
  • Self-motivated individual with strong leadership skills and experience and the ability to influence staff and management in a cross-functional environment.
