TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination.

Manages and performs all activities associated with formation(procurement), tendering, award and administration of contract packages for the program. Activities may include delivery of critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards.

• Coordination with project management, other departments and customer.
• Self-perform activities as required to support the project and achieve milestones.
• Team management, guidance, and development to effectively resolve change events, claims, and disputes fairly, coordinating with Legal if required.
• Manage significant commercial matters to resolution, defining strategy and actions.
• Reports to the Senior Contracts Manager or others as assigned.

Pre-Award  

• In accordance with project procedures, handles tender process from beginning to end; forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing recommendations for award
• Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
• Prepares contract documents for execution with customer’s procurement and legal teams.
• Prepares and maintains control and status reporting documents.

Post-Award  

• The implementation of Contract & Commercial Management Procedures for the administration of contracts.
• The review of contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required.
• The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
• Identification and resolution of contract claims as they develop, including engagement of corporate legal department where necessary.
• Obtaining all contract deliverables for timely work handover and close-out of contracts.

• Degree in Business, Quantity Surveying, Law or Engineering desirable.
• Experience and completion of courses in pricing, contract law, contract drafting, contract administration and
• negotiation of change orders, effective correspondence, planning and scheduling.
• Experienced in communicating with and managing a workforce of many nationalities and backgrounds.

• Minimum 10+ years’ experience in Commercial or Contracts Management of projects in excess of $200 million, including infrastructure projects
• Team leadership of 3+ years
• Experience Middle East / Saudi Arabia
• Arabic Language, Managing Large Teams etc.
