Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 




Job Summary:

In this role, you will assist Subcontract Administrators in completion of routine duties, closeout, data gathering, document preparation, presentations, and training sessions. You will prepare status reports, monitor areas of subcontract performance, and inquire on and investigate subcontract problems. Your work will contribute to efficient project execution and compliance with contractual obligations. #LI-AR2




Major Responsibilities:

Subcontract Management:


  • Acts on own initiative on assigned subcontracts of increasing value and complexity.
  • Gaters and compiles support data for the preparation of documents and the management of subcontracts.
  • Assists Subcontract Manager or more senior Subcontract Professional in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems.
  • Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports.

Subcontract Formation:


  • Develops and issues subcontracts and services agreements as assigned.
  • Prepares bidders’ lists and pre-qualifies bidders. 
  • Forms bid request packages and issues bid request packages to approved bidders.
  • Coordinates bidders’ questions and answers to those questions.
  • Receives bids and evaluates bids commercially. 
  • Prepares Commercial Bid Summary and recommendations.
  • Recommends and secures approvals in accordance with established procedures. 
  • Prepares subcontract documents for execution.
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters. 
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
  • Assist project team when instructed in solving and attending to problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.


Education and Experience Requirements:

Essential Technical: 


  • University degree / diploma in Business, Engineering or related field.
  • Minimum 1 to 2 years’ relevant experience in the post award administration of contracts.
  • Experienced in lump sum, unit price and cost plus type contracts.
  • Experienced in construction, design, services and O&M forms of contracts.
  • Familiarity and understanding of KSA government procurement law.

Preferred Technical:


  • Understanding of law, negotiations, or cost engineering.
  • Contract formation and/or claims experience.
  • Ability to draft and/or revise contract T&Cs.
  • Previous experience on integrated project(s) with a client.


Required Knowledge and Skills:

Essential Behavioral:


  • Developed business writing skills, with strong command of the English and Arabic languages.
  • Organized in documenting and record keeping.
  • Adaptability to differing cultures and environments.

Preferred Behavioral:


  • Developed presentation skills.
  • Flexibility in adjusting to workload and priorities.
  • Well organized and good at documenting trends, process changes, procedures.
  • Ability to represent department in cross-functional meetings.
