Saudi Arabian Bechtel Company is providing Executive Project Management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”
NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia.

SUMMARY OF RESPONSILITIES:
The Construction Engineer is at the frontline of Bechtel’s project field operations and will be responsible for overseeing contractors’ activities, such as design, construction, testing and commissioning. Ensure that all activities are carried out as per design and in compliance with project technical specifications, quality, and ES&H requirements.
ESSENTIAL JOB DUTIES:
• Responsible for the frontline activities of Bechtel EPM consultancy services
• Assists construction supervision in planning construction methods and procedures
• Monitors the contractor’s construction activities to ensure work is performed as per the IFC drawings, method statements and other governing documents, in a safe and compliant manner
• Support and guide contractor to achieve the safety, quality, and schedule requirements
• Ensure all construction activities are performed safely, as per the stipulated ES&H processes and procedures
• Maintain a zero-accident policy on site with the contractor through regular participation in the clients' ES&H programs and undertaking regular audits on site
• Monitors and escalates quality, safety, progress and coordination issues and concerns
• Review estimating quantities and material takeoffs of the field purchases of materials submitted by the contractor and report discrepancies if any
• Ensure required permits and licenses are in place prior to the start of works at site
• Reviews of Design Drawings, Vendor Drawings, Shop Drawings, and installation sequences
• Reviews contractors NCRs, RFIs, FCRs, or other change documents prior to elevating to senior construction engineer / construction manager
• Assists Senior Construction Engineer with interface and stakeholder management
• Ensures that RFI responses and Field Change requests etc. are correctly implemented in the Field
• Reviews all material testing results and ensures compliance to Design specifications and standards
• Attend daily/ weekly coordination and progress meetings with the contractor
• Collaborates and compiles daily reports for submission to the senior construction engineer / construction manager
Qualifications, Experience, Job Knowledge and Skill set Requirements:
• A recognized bachelor’s or master’s degree in Engineering or scientific discipline (or international equivalent)
• Minimum 5 years’ experience in construction or engineering projects
• Work experience leading to a basic understanding and knowledge of the essential job duties described above
• Proven construction experience, preferably in construction of large industrial / Infrastructure projects
• Basic understanding on the activities and risks involved in construction of large infrastructure works
• Awareness of safety and quality standards, specifications and codes as applicable to construction of industrial and infrastructure projects
• Ability to communicate and possess interpersonal skills to maintain a positive work environment between parties including the Client, Contractors, and other stakeholders
• Must have good oral and written communication skills in English
• Computer literate in word processing, spreadsheet and database applications
• Experience in KSA / Middle east / GCC is preferred
• Experience of working and living in camp locations
