Job Summary:

As the Civil Defense Liaison Manager, you will lead the development and implementation of processes to effectively manage interactions with civil defense stakeholders. Your primary responsibility will be to foster and maintain strong relationships with these stakeholders throughout the project's duration, ensuring effective communication and collaboration to meet all civil defense requirements efficiently.
 




Major Responsibilities:
  • Establish Processes and Procedures: Establish processes and procedures to manage the interface with Civil Defense related stakeholders, ensuring effective engagement and communication.
  • Identify Stakeholder Needs: Define the needs of each stakeholder and use this understanding to develop relevant communication and engagement initiatives.
  • Develop RACI Matrix: Create a RACI Matrix for all stakeholders, both internal and external, to clarify roles and responsibilities.
  • Facilitate Communication: Facilitate structured communication between workstreams, Client departments, and external stakeholders to ensure alignment and collaboration.
  • Lead Workshops and Meetings: Coordinate workshops, meetings (both online and face-to-face), and working groups, ensuring all meetings are recorded with minutes.
  • Attend Meetings and Track Actions: Attend weekly/monthly meetings as necessary for all types of projects, keeping track of required actions from all stakeholders and following up on progress.
  • Delivery Coordination: Manage and coordinate the delivery of all civil defense-related works across program teams, ensuring that interdependencies are effectively integrated into project plans.
  • Risk Identification and Escalation: Identify and escalate risks, issues, and concerns related to civil defense promptly, ensuring effective communication with the Stakeholders Manager and program teams.
  • Record Keeping: Maintain accurate records of stakeholder interactions and project developments.
  • Expert Guidance and Support: Assist and guide program teams by drawing on civil defense expertise to ensure consistency in design and implementation, particularly in relation to Airport Terminal.
  • Progress Reporting: Provide regular progress reports on civil defense activities to the Stakeholder Manager and other relevant parties, highlighting achievements, challenges, and proposed solutions.
  • Perform Related Duties: Perform any other related duties and responsibilities consistent with the job title/position.


Education and Experience Requirements:
  • Minimum: Bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
  • Preferred: Bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Stakeholder Engagement: Prior stakeholder engagement on large-scale programs with multiple internal and external stakeholders is essential.
  • Civil Defense Stakeholder Management: Demonstrated experience in engaging and coordinating with General Directorate of Civil Defense on Civil Defense activities.

  • Analytical Proficiency: Skilled in identifying, analyzing, and resolving problems.
  • Conflict Management: Proven ability to manage conflict in high-pressure situations.

  • Language Proficiency: Fluent in Arabic and English, with strong writing and communication skills.
