Guide, manage and administer daily refinery operations responsibilities, duties to ensure operational activities are performed in compliance with operational priorities (profit, safety, health, reliability, security and environmental requirements). Ensure day-to-day work is performed effectively, efficiently, and in safe order. Ensure smooth flow
of information between various organizations and other internal and external stakeholders.
KEY DUTIES & RESPONSIBILITIES
1. Develop the annual operational plans in accordance with the objectives of the function. Supervise the activities of personnel and resources to accomplish the objectives and operational plans. Contribute to the enhancement and development of business processes, operating procedures, policies, systems, and internal controls to ensure successful work execution and compliance with standards and regulations.
2. Identify and fill staffing and resource requirements, with emphasis on achieving and maintaining Saudization targets, to meet business needs and maintain high retention rate among the staff. Develop knowledge and competencies to ensure that all the staff acquire the required skills and knowledge through appropriate training programs.
3. Establish KPIs and monitor the achievement of the KPIs related to the annual performance objective. Drive the implementation of an HSE culture and ensure compliance with relevant regulations, policies, procedures, system & controls. Ensure appropriate HSE training is provided to all the employees to meet HSE standards.
4. Promote and oversee implementation of YASREF HSE programs/SMS by monitoring the development, revision, continues improvement and execution of HSE Processes.
5. Ensure day-to-day work is performed effectively, efficiently, and safely in order to increase refinery profit, enhance plant reliability/integrity, and promote safety & compliance to environmental standards. Schedule production programs and distribute work to staff accordingly.
6. Ensure that the plant is meeting maximum production capacity & ensure well coordination with all YASREF organizations been in place for corrective actions to return back the plant productions to the target.
7. Participate in developing strategy and the Business Plan. Ensure Areas/ unit’s process parameters will fully compliance with received products quantity & quality. Ensure to maintain the specifications to maintain the desired quality and avoid exporting delay and impacts.
8. Ensure the assigned unit’s process parameters will fully compliance with received products quantity & quality. Improve the reliability of production units by investigating all incidents proactively and implementing corrective actions.
9. Ensure fully compliance with marine ships movement plan considering on time products quantity, quality & on time delivery. Improve the reliability of production units by investigating all incidents proactively and implementing corrective actions.
10. Ensure the availability of chemicals (additive/catalyst) need for smooth unit operation and avoid process & final products quality impacts. Evaluate proposed process changes, and validate technical modifications proposed to the Operations Organization.
11. Ensure smooth communication among with all YASREF operation units for maintaining smooth plant process & production by avoiding the miscommunication consequences.
12. Participate in daily OME conference call & ensure the plant units issues been addressed & proper actions been placed. Evaluate proposed process changes, and validate technical modifications proposed to the Operations Organization.
13. Manage and monitor the department’s projects and programs to achieve set performance targets and objectives.
14. Ensure the effectiveness of personal health monitoring system to avoid any impact on employee’s health. Ensure to maintain the compliance parameters set by industry and regulatory authorities.
15. Provide the necessary support to the respective OME team member before/after daily meetings to ensure high level of safety performance and comply with health, safety and environmental standards. Coordinate with maintenance concerning spare equipment needs as well as preventative and corrective maintenance activities.
16. Participate in daily Refinery operation review meeting with all OME and ensure all discussed issues will be attended timely without impact Refinery operation & production in safe & effective cost manners. Follow YNGL compliance.
17. Lead the weekly division operation review meeting with all OME and ensure all discussed issues will be attended timely without impact Refinery operation & production in safe & effective cost manners.
18. Enforce environmental procedures and establish and control the execution of programs for the reduction of waste production and the correct disposal of wastes. Ensure the operational and functional robustness of common fire system & availability of enough fire water for handling emergency need.
19. Minimize risks through early identification, planning, selection of best possible operation and commissioning strategies and proactive Project Management practices which focus on prevention of problems. Develop subordinates and appraises individual's potential and recommends development action.
20. Ensure the operation of the units in accordance with HSSE standards. Lead the emergency cases & situation in refinery as incident manager as per approved ERP & ensure well control for emergency cases to avoid the YASREF property losses & health/life losses.
21. Conducts frequent engagement meeting on weekly basis with his team to provide all required support creating healthy work environment to sustain maximum employee engagement.
22. Perform other job-related duties as assigned by the direct Supervisor.
