Job Description
We are seeking a highly skilled Senior Cost Manager (Cost Engineer) to join our team in Qatar, with a proven track record in managing and optimizing costs for complex projects in the oil and gas or carbon capture sectors. This role requires not only technical expertise but also a high degree of skill in written and oral communication, crucial for clear reporting and collaboration with multidisciplinary teams.
KEY EXPERIENCE REQUIREMENTS:
• Detailed knowledge of and experience in the Oil & Gas or Carbon capture sector working for a professional cost consultancy.
• Experience of pre-contract services from feasibility through to tendering, measurement of building works for estimating, report writing and preparation of Bills of Quantities and tender documentation.
• Experience of post-contract services, interim applications, change management, variation valuation and extension of time claims.
• Detailed experience of working with standard form contracts, FIDIC preferred, and administration of contract procedures.
• Demonstrable experience in client-facing roles, professional approach and confidence in presenting to clients, other consultants and project stakeholders.
• Demonstrable experience in dealing with contractors personnel with confidence and assurance.
• Report writing, Estimate reports, Cost reports, Procurement reports and Tender reports.
KEY ACCOUNTABILITIES:
• Estimating and cost planning to include producing and presenting the final cost plan.
• Production of full Bills of Quantities and tender documentation.
• Tendering and procuring, including managing the pre-qualification stage, producing the tender list, preparing preambles and preliminaries, tender queries, tender analysis, producing the tender report and compiling the contractual documents.
• Dealing effectively with post contract cost variances and the change control processes, where applicable.
• Taking personal responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place.
• Producing pre-contract, post-contract and ad-hoc reports and presenting them to the client.
• Negotiating with contractors and agreeing final accounts.
• Interfacing with the client, contractors and other consultants, at all project stages.
• Where appropriate, leading a cost management team, ensuring that they deliver on all of the above accountabilities
Qualifications
Possession of a Bachelor's degree or higher in Quantity Surveying or a closely related discipline is imperative. Attainment of MRICS (Member of Royal Institution of Chartered Surveyors) status is highly advantageous and will be viewed favourably. A minimum of 8 years' extensive experience in comparable roles within the industry is an absolute requirement. Comprehensive and up-to-date knowledge of construction industry technical matters is essential, including but not limited to various procurement routes, value management methodologies, and value engineering principles. Exceptional written and oral communication skills are non-negotiable, with the demonstrated ability to articulate complex information effectively across all levels of the organisation and to external stakeholders. Superior analytical and problem-solving abilities are crucial, coupled with meticulous attention to detail. The successful candidate must exhibit a proven track record of applying these skills in high-pressure, complex project environments.
