Job Description
Role Summary
- Senior Civil Engineer (SCE) responsibility is to coordinate with various design teams, GECs, PWA and Stakeholders to ensure the design complies with current applicable standards and policies, in addition to ensuring that a Quality Product is delivered within the agreed time scales.
- The SCE also support construction teams of RPD managed projects, in resolving project specific technical queries.
- The SCE will also support the PWA Section Heads and Senior Project Manager in management of the Projects under the control of the General Engineering Consultant (GEC).
Responsibilities
General
- Review standards for implementation.
- Promote best international practice while accounting for local conditions.
- Interface with internal discipline specialists in closing out comments.
- Organise and chair progress meetings, Design Interface management meetings between RPD and Expressway projects.
- Contribute to policy issues such as QCS 2014/2018, Review and comment on QHDM 2018 draft standards etc.
Technical
- The basic responsibility is to see that the design by the GEC is delivered with quality within the agreed time scales.
- Work through project lifecycle i.e., from concept design to construction and undertake reviews to ensure GEC designs meet project objectives and PWA's vision of highest quality.
- Undertake regular design coordination meetings with GEC to monitor design progress against P6 schedules, provide advice during design development phase and facilitate interface with adjacent projects.
- Work collaboratively with GEC to provide advice on designs, policy matters, undertake informal review of design prior to their submittal to RPD.
- Provide support to construction team in resolving technical issues during construction.
- Participate and contribute to value engineering workshops undertaken on projects.
- Undertake design audits of GEC designs to assess their readiness prior to gateways.
- Support Area Delivery Projects Advisors 2 on technical aspects of the projects and provide support on assessing commercial impact due to scope change.
- Provide technical advice on subject matter such as roundabout designs, vehicle restraint systems.
- Prepare gateway review reports, contribute to monthly reports, preparing letters or contributing to letters.
- Perform the review of roadway design and lead the multidisciplinary review of all other disciplines including: structural, lighting, utility, storm water, sanitary, TSE and landscape design, ensuring their compliance with the project standards and quality requirements to ensure the output of the various disciplines integrate seamlessly.
Stakeholder
- Facilitate the liaison with the various stakeholders to ensure their technical requirements are considered in the design.
- Provide advice to PWA Roads area manager on technical aspects of the projects, providing clarification on stakeholder enquiries.
- Participate in Project Audits, facilitate independent reviews on designs submitted by GEC’s for their compliance to Stakeholders policies (Ashghal, MMUP), Contributing to Policies and Comply with local and International standards.
- Work closely with the client to solicit their functional requirements and ensure the GEC incorporates it into their design.
- Coordinate with MOTC Commercial
- Prepare Task Orders (TOS) for design changes and coordinate with the GEC to produce change requests.
- Monitor and report on the General Engineering Consultant (GEC) management of the Contractors and Sub-contractors on site.
- Examine on a random/audit basis the Project Reports submitted by the GEC. Advise the ADM of any concerns arising from the examination.
- Examine of all aspects of the Projects related to Health & Safety, Material.
- Acceptance/Availability, Design Conformity, Quality, Progress and any other issues and advise the Senior Project Manager of any concerns arising from the examination.
- Act as the liaison between the GEC and the RPD for assigned projects.
- Assist the Senior Project Manager in resolution of issues raised by the GEC or Site where interface with the Public Works Authority (PWA) is required.
- Maintain a Register of Project Issues raised and resolution applied and implemented. Review of the Contractor Handover Plan etc.
- Monitor the GEC & Contractor on each project and liaise with GEC / Area Team.
- Fulfil various reporting upon request.
- Mentor junior PWA staff.
- Other duties as assigned.
Relationships
- The SCE works under the management of Design Civil Engineer Advisor 2.
- Works closely with the assigned Delivery Project Advisors 2 to ensure projects’ goals are met and to support design changes for assigned projects during construction.
- The SCE works closely with PWA RPD and PWA Design teams.
Qualifications
- Bachelor's degree in Civil Engineering, Landscape Architecture, or a closely related field. Master's degree in a relevant discipline is highly advantageous.
- Minimum of 20+ years of experience in the construction or engineering sector, with at least 10+ years in a landscape engineering role.
- Demonstrable experience in the Middle East region is required, with a strong understanding of local environmental conditions and landscaping practices.
- Chartered Status with a recognised professional body is strongly preferred.
- Extensive knowledge of sustainable landscaping practices, irrigation systems, and native plant species.
- Strong understanding of civil engineering principles as they relate to landscape design and construction.
