Job Description
Role Summary
- Oversee that the Project work delivered by the Road Projects Department (RPD) and the General Engineering Consultant’s (“GEC”) remains within the pre-defined limits of some essential performance parameters known as the Key Performance Indicators (KPIs).
- Duties shall include but not limited to collecting KPI data for projects, managing the KPI data, tracking KPI performance of the Programme and reporting the KPI performance on the individual projects and on the Programme level.
- Experienced with the KPI calculations and also have understanding of the entire life cycle of project delivery from planning, design, tender, construction, operations, and decommissioning.
- Payments tracking, project budget preparation, monitor expenditure and cost look ahead.
Responsibilities
- Track the GEC, and Contractor’s KPI on monthly basis. Organize and chair monthly KPI meeting with the GEC to discuss KPI progress.
- Submit monthly KPI update for GEC and Contractor to reporting team.
- 13 KPIs report data collection, and preparation.
- Review the GEC & Contractor KPI scorecard and secure the necessary approval.
- Administer the agreed procedure to effect day to day management of the KPI Amount.
- Prepare of the required procedures, forms and the best practices for managing Key Performance Indicators for GECs and the Contractors.
- Annual review of the KPI wording for GEC & the Contractor.
- Provide functional support and training to Contractors in submission of KPI information onto Contractor KPI management system.
- Communicate and coordinate effectively with RPD, GEC and Contractor responding to request for information and/or clarifications in regard to Annual KPI scorecard.
- Maintain and respond all the official correspondence in regard to KPIs.
- Provide assistance in cost control, budget preparations, cost look ahead, and cost reporting
- Provide assistance in reviewing cost and expenditure information, for input to the computerised cost control and reporting system;
- Provide assistance in tracking payments of the Contractor and the Consultants to make sure the payments are submitted, reviewed and processed on time.
- Reviewing the Payment Memo sent to the PWA Finance.
- Other duties as assigned.
Relationships
- Collaboratively work with the Area teams, Contractors and the GECs counterpart in managing the KPIs calculation and data collected.
Qualifications
- Bachelor's degree in engineering or a closely related field. Master's degree in a relevant discipline is highly advantageous.
- Minimum of 10+ years of experience in the construction or engineering sector, with at least 5+ years in Quantity Surveyor or Planning Engineer role with background in infrastructure projects.
- Proven experience in project controls, including Key Performance Indicator (KPI) management and reporting.
- Strong knowledge of project lifecycle, from planning and design through to construction, operations, and decommissioning.
- Proficiency in cost control, budget preparation, and expenditure monitoring.
- Experience with computerised cost control and reporting systems.
- Proficiency in Microsoft Office suite, particularly Excel for data analysis and reporting.
- Knowledge of relevant industry standards and best practices in project management and controls.
