RECCU is supporting projects across the country to respond to the growing threat of climate change, to mainstream environmental concerns into national development planning processes, and to expand access to environmental and energy services for the poor. In particular, UNDP has sought to ensure that the poor have stronger capacities to manage, adapt, and monitor climate change. Climate Change is a huge development challenge as well as a huge environmental challenge. It is a growing problem and is now hitting the poorest and the most vulnerable first and hardest.


The 2022 floods in Pakistan have affected 33 million people, resulted in the loss of more than 1,700 lives, displaced around 9 million men, women, and children, and inundated almost one-third of productive agricultural land in Pakistan. These downstream challenges are compounded with institutional issues whereby the Government of Pakistan requires support for developing overarching frameworks to structure its flood response activities and technical expertise to set up and develop bankable projects, establish standardised mechanisms for monitoring and evaluation, and enhance strategic communications for public outreach.


UNDP has responded to the challenge by developing and launching the USD 90 million Flood Recovery Programme (FRP) to support the Government of Pakistan’s flood recovery and rehabilitation efforts. The Programme has four key objectives dealing with the following thematic areas:


  1. Restoration of housing and access to/revival of essential community services. 
  2. Restoration of livelihoods and income-generating capacities. 
  3. Restoration of governance and service delivery.
  4. Accelerated environmental clean-up with strengthened capacities for Disaster Risk Management.   
Duties and Responsibilities
The National Programme Coordinator will report to the Project Manager.  The Programme Coordinator will also provide overall leadership and oversight to the Monitoring and Evaluation (M&E) Specialist, ensuring the effective implementation of M&E activities aligned with the FRP’s goals and objectives.

Under the supervision of the Project Manager, the National Programme Coordinator will support and coordinate the proper execution of activities and services outlined in the Flood Recovery Programme at all internal and external channels/Forums. This will be done in accordance with UNDP rules, policies and procedures, the Financing Agreement signed with the CMU, and corporate agreements with various donors, and working in partnership with national and provincial stakeholders, CCM, technical partners and UN entities, and other relevant stakeholders. The major responsibilities are listed below.


Policy and Advisory Services


  • Provide strategic analysis and advisory services to improve the governance, performance and sustainability of the relevant sectors with a focus on disaster risk management and climate change, while working closely with the relevant stakeholders.
  • Provide overall overarching support in updating and developing Flood Recovery Action Plans, National and Provincial Climate Change Policies in response to flood risk management.
  • Collaborate and provide technical guidance to the relevant departments and ministries and in particular the Planning and Development Departments and Ministry of Climate Change, which will support UNDP and other UN agencies in prioritizing and tailoring programmatic interventions in support to the related national counterparts.
  • Contribute to the various analytical works being prepared while supporting the related national counterparts in the development and implementation of various relevant initiatives.
  • Provide need-based analysis and advisory support to UNDP and stakeholders.

Programme Development


  • Stakeholder mapping and sector assessment to identify /validate priority areas of work for UNDP’s strategy and programme for flood-affected areas of Pakistan.
  • Formulate project strategy and document for the Flood Recovery Programme in consultation with UNDP and stakeholders.
  • Develop a result-based management framework for the program. 
  • Prepare budget, human resources and procurement plan for the project in consultation with the UNDP programme and operations teams.

Partnerships and Resource Mobilization


  • Support UNDP’s representation in various forums, workshops and conferences for partnership building and resource mobilisation.
  • Establish and maintain proper coordination with the Government stakeholders at the Federal and Provincial levels.
  • Coordinate with multilateral and bilateral development partners, private sector and civil society organisations.
  • Support mobilisation of resources for the project through government cost-sharing, third-party (donor) cost-sharing, global vertical funds, and private sector organisations.
  • Coordinate with the UN and other stakeholders on implementation plans. Other related activities and deliverables as assigned.

Project Management/Implementation


  • Lead development of project annual work plans, budgets, procurement and recruitment plans in consultation with UNDP programme and operations teams.
  • Contribute to the development of terms of reference and tender documents for procurement of goods, services and works required for the delivery of project results.
  • Establish a robust oversight, monitoring and evaluation system for the project and ensure compliance in terms of UNDP CO MSU requirements accordingly.
  • Ensure compliance with UNDP programme and operations policies and procedure.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:
  • Advanced university degree (master's degree or equivalent) in Economics, Social Sciences, Business Administration, or related field is required. OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:
  • Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible experience at the national or international level in project formulation and management of post disaster recovery projects.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. 
  • Experience of Early Recovery projects in response to complex disasters and emergencies with multi-donor funded programmes/projects, UN Agencies or INGOs.
  • Expert knowledge of risk management frameworks and methodologies. 
  • Knowledge of project and programme management guidelines of international organizations.
  • Knowledge of UN or/and UNDP procurement policies and procedures.
  • Solid experience in working in complex operating environments. 
  • Demonstrated experience in developing and managing effective partnerships with government and civil society organisations in the context of health and development.

Required Languages:


  • Fluency in English and Urdu is required. 
  • Knowledge of another Pashto language is desired 

Travel: 


  • The National Programme Coordinator may be required to travel to the provinces, if needed.
