Purpose


  • The Local HR Manager has overall responsibility to lead and direct the delivery of HR business partnership, HR Operations of full employee life cycle, Employee Engagement, HR Policy and Labor Relations in the country
  • Partner with HR Center of Excellence (COEs) in the region and global to deliver consistent employee experience and business partnership
  • Manage diversified workforce and business dynamics in the country covering both commercial operations and Global Supply Chain  

Key Metrics:


  • Use of industry knowledge and benchmarking results to make sound HR strategic decisions for the businesses, thus driving the HR Services function and its offerings
  • Country Organization effectiveness, i.e. manager satisfaction with HR Services delivered programs, initiatives and processes, Employee Engagement, Retention (turnover in key jobs)
  • Gate keep the compliance of HR services and deliverables to ensure integrity to the company values 
  • Country Employee Engagement delivery effectiveness

Key Responsibilities:


  • Deliver core human resources services on site
  • Updates and creates workplace policies.  Ensures the company remains in full compliance with local legislation, internal company regulations and company values. 
  • Coach, support and counsel managers on a broad range of employee relations matters, ensure consistency with overall HR service delivery model while balancing unique country specific compliance requirements. 
  • Implements the performance management process.
    • Faciliates and coaches managers in the objective setting process and ensures linkage to business priorities
    • Reviews development needs arising from performance reviews and feedback.  Creates and implements a training and development plan for a target group.
    • Provides support and advise to managers when needed to turnaround and address all under-performing cases.
    • Partners with leadership to calibrate performance ratings and drive a culture of pay for performance.
  • Drives a culture of performance, and one that is aligned with company values
    • Conceptualize and implements locally relevant employee engagement programs (including retention and recognition programs)
  • Defines and improves local process and procedures and drives simplification
  • Achieve global shared/ and local recruiting goals and service levels
  • Supports managers and employees on onboarding activities
  • Coaches managers and employees on the use of HR systems and technology and ensures usage by HR, managers and employees 
  • Partner with People Managers on all HR services including staffing, compensation & benefits administration employee relations, etc.
  • Optimization of vendors and management of service levels
  • Execute the deployment of Global programs and initiatives for respective region
    • Manage operations of benefits and compensation in a country.  Consult with the COE for Total Rewards on unique country regulatory requirements.  Execute service delivery approach
    • Manage and coordinate the operation of work related to payroll administration, pension administration and mobility
    • Implements global mobility programs as required
    • Annual Performance Review
    • Cultivate diversity, Equity and Inclusive working environment
  • Provides local insight and data to inform definition of global or local programs.
  • Educate  managers on their roles in the execution of HR Programs
  • Collaborate with HRBPs and COEs to provide service delivery work to support business units.
  • Liaise with HRBPs and COEs to provide input on country specific matters related to programs, policies and initiatives
  • Provide the necessary HR leadership required to maintain desired employee relations climate
  • Ensure all elements of labor relations efforts are accomplished, including interpretation and administration of various labor agreements, administration of grievance procedures; support during contract negotiations and liaison between managers and union representatives (as applicable)

Key Relationships:


  • Solid reporting line to Senior HR Director, Global Sourcing; dotted line to Senior HR Director, Commercial Business SAMEA regions
  • Collaborates with:
    • HRBP’s COE’s and Global HR Services Leads to execute on administrative work to support HR programs and projects 
    • Business leaders and managers in both commercial operations and Global Supply Chain
    • Legal, Finance, Admin
  • Builds an extensive external professional network to maintain an appropriate view of the workplace and marketplace, and keep abreast of best practices

Education & Experience:


  • Bachelor’s Degree in Business or Human Resources; Advanced Degree preferred
  • Minimum 6 years of Human Resources experience managing a significant HR function
  • Proven strong leadership, project management and strong organizational skills.
  • Excellent communication (oral and written) skills. 
  • A global mindset, with the capability to understand and correctly represent all geographies within the respective region
  • Proven success in establishing and managing a global virtual team
  • Exceptional influence leadership skills, in an indirect, matrix-based, and virtual environment
  • Process and systems orientation
