About Pakistan Climate Smart Agriculture:
The recently awarded five-year USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan "Green Alliance" framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing.  In partnering with the private sector, civil society, and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments. Targeted project interventions will be conducted in Punjab, Sindh, KP, and Balochistan provinces.
This project is implemented by The Kaizen Company on behalf of Tetra Tech.
Overview:
The Gender, Youth and Social Inclusion (GYSI) Advisor will be responsible for providing technical support, coordination, and programmatic guidance regarding gender, youth and social inclusion as well as evidence-based input for strategic planning to the Climate Smart Agriculture Activity. Working as a member of the technical team, s/he will contribute to program research, learning, and monitoring, and in collaboration and consultation with component leads, USAID, development partners and other stakeholders, identify and develop technical approaches for annual work planning to achieve project goals. The GYSI Advisor will ensure that program interventions and practices are inclusive, accessible to women, youth, and socially marginalized groups and align with USAID and Government of Pakistan’s GYSI priorities.  
Key Responsibilities:
 
  • Develop and conduct a rapid assessment of the status of GYSI ecosystem in the agriculture sector with a focus on climate change.
  • Develop GYSI activities aligned to programmatic requirements across all components of Climate Smart Agriculture Activity and manage their implementation.
  • Ensure that the CSA Activity’s strategy on GYSI is aligned with the broader USAID and Government of Pakistan’s gender, youth and social policies and strategies.
  • Conduct an in-depth Gender, Youth and Social Inclusion assessment and analysis to identify issues within the agriculture sector due to climate change and use the findings to development of strategies and interventions that address identified gaps and disparities during project implementation.
  • Advise on the design and implementation of all project activities, ensuring integration of gender sensitive and youth engagement policies in all interventions.
  • Coordinate with all Activity partners and stakeholders to design monitoring frameworks, data collection instruments; conduct data analysis and other MEL practices that support measuring demographic-disaggregated results (e.g., sex, age, disability) accordingly, to support intervention adaptation in including gender equity and youth inclusiveness.
  • Document lessons learned, best practices and identify GYSI champions for contribution to project’s reports on the progress of fostering gender equality and social inclusion initiatives.
  • Collaborate with the federal, provincial government, agricultural institutions and other development partners (including the private sector and local farming community) to enhance the impact and sustainability of project interventions considering gender and social inclusion.
  • Provide training sessions and coaching to build the capacity of Activity staff in gender and social inclusion, as per the USAID guidance and policies.  
  • Represent Climate Smart Agriculture Activity at GYSI forums and networking events.  
  • Any other tasks assigned by the supervisor.

Qualifications:
  • Required
    • Master’s degree in Gender Studies, International Development, Public Policy, or related field.
    • Minimum of 7 years of progressive experience in successfully advising on Gender, Youth and Social Inclusion.
    • Strong knowledge of USAID’s DEIA, ADS and policies regarding gender, youth, and inclusive development.
    • Experience in designing evaluation and monitoring systems that incorporate capacity development.
    • Proficiency in Microsoft Office.
    • Excellent interpersonal and communication skills
    • Strong ability to engage and mobilize relevant partners and develop stakeholder networks.
    • Willing to travel to project intervention locations across all provinces in the country.
    • Fluency in English.
    • Pakistani National.
 
  • Preferred
    • Possesses strong storytelling skills to identify, develop, and promote GYSI champions and their success stories stemming from the project’s interventions.
    • Strong program activities development skills to oversee the integration of GYSI considerations into the project; experience managing USAID-funded projects would be a plus.
    • Understanding of the agricultural landscape of Pakistan and role of women and marginalized communities in this sector.
    • Understanding of climate change impact on GYSI.  
    • Fluency in Urdu and /or regional languages

Salary
  • The annual salary will be determined in line with background and experience, per the local compensation plan. A standard benefits package will be offered.
