Job Summary:


The position demands a highly skilled and experienced Expert Civil Works resource to join our dynamic team in Lahore. The ideal candidate will have a minimum 5 years of experience in implementation, monitoring, coordination and quality assurance of rollout/buildout activities and who can seamlessly manage both office-based planning and field-based execution of civil works projects related to tower infrastructure upholding construction standards and approved specifications. The ideal candidate shall exhibit a strong background in civil engineering and project management, with the ability to ensure compliance with safety, quality, and timeline requirements.


This role reports directly to Regional Manager (Rollout) with an extended team of 3-4 persons in Network Deployment Department under Technology Division. A dynamic individual who can handle the technical and administrative aspects of civil works in the office while also being actively involved in on-site engagement fulfils the requirement.


Key Responsibilities:


Office-Based Responsibilities:


1. Project Planning & Design:


  • Review and approve civil engineering designs, including tower foundations, shelters, and other infrastructure.
  • Prepare detailed project plans, schedules, and budgets for civil works.
  • Collaborate with design teams to ensure compliance with technical standards and regulatory requirements.
  • This encompasses new rollout, civil works maintenance, fibre rollout and operational excellence initiatives.
  • Leading initial site surveys, feasibility reports & structural designs, preparing Bills of Quantities, and managing required civil, mechanical & electrical works during rollout/buildout activities.

2. Documentation & Reporting:


  • Maintain accurate documentation of project progress, including work orders, permits, and compliance certificates.
  • Generate regular progress reports for stakeholders and senior management.
  • Ensure all civil works documentation adheres to company and legal standards.

3. Stakeholder Coordination:


  • Liaise with internal teams (e.g., procurement, legal, and finance) to ensure smooth project execution.
  • Coordinate with external stakeholders, including contractors, vendors, and government authorities, to secure necessary approvals and permits.

4. Quality & Compliance:


  • Develop and enforce quality assurance protocols for civil works.
  • Ensure all projects comply with health, safety, and environmental regulations.

5. Resource Management:


  • Allocate resources (materials, equipment, and manpower) efficiently to meet project deadlines.
  • Monitor and control project costs to ensure adherence to budgets.

6. Process Improvement:


  • Take initiatives for process improvement and identify loopholes for continued improvement and enhanced efficiency.
  • Streamline process enforcement and compliance.

Field-Based Responsibilities:


1. Site Supervision & Execution:


  • Oversee on-site civil works, including excavation, foundation laying, and tower erection.
  • Ensure all field activities are carried out in accordance with approved designs and safety standards.

2. Quality Control & Inspection:


  • Conduct regular site inspections to monitor work quality and progress.
  • Identify and resolve any technical or operational issues during construction.

3. Health & Safety Compliance:


  • Enforce strict adherence to health and safety protocols on-site.
  • Conduct safety briefings and ensure all personnel are equipped with appropriate safety gear.

4. Contractor Management:


  • Supervise and coordinate with contractors and subcontractors to ensure timely and quality delivery of work.
  • Evaluate contractor performance and provide feedback for improvement.

5. Problem Resolution:


  • Address and resolve any on-site challenges, including delays, material shortages, or technical issues.
  • Escalate critical issues to the Regional Rollout Manager as needed.

Requirements


Qualifications:


1. Education:


  • Bachelor’s degree in Civil Engineering or a related field.
  • Additional certifications in Project Management (e.g., PMP) or Health & Safety (e.g., OSHA) are preferred.

2. Experience:


  • Minimum of 5 years of experience in civil works, with at least 1-2 years in a field-based role.
  • Proven experience in managing tower infrastructure projects, including foundation work and site development.
  • Strong understanding of construction methodologies, materials, and equipment.

3. Skills:


  • Proficiency in civil engineering software (e.g., AutoCAD) and project management tools (e.g., MS Project, Primavera).
  • Excellent communication and interpersonal skills for effective stakeholder management.
  • Strong problem-solving and decision-making abilities.
  • Ability to work under pressure and meet tight deadlines.

4. Other Requirements:


  • Willingness to travel extensively to project sites within the region.
  • Knowledge of local building codes, regulations, and permitting processes.
