What’s the role?
The Electrical Engineer provides technical Electrical Engineering discipline expertise as a Technical Authority and Site Electrical Authority reporting to Senior MRTA Engineer (Maintenance, Reliability, and Turn Around).
Accountabilities and Responsibilities:
Coordinate the execution of Area maintenance plans and CSU support through Shell and contractor teams.
Coordinate interfaces between various stakeholder groups such as Operations, maintenance, CSU and other support services ensuring smooth execution of the work.
Develop overall team competencies, ensuring correct tools, test equipment and materials are available, ensuring effective work execution in accordance withShell Performance Framework (SPF) principles.
Performs switching activity at high voltage levels and coordinate for isolation, de-isolation and earthing of system before handover to maintenance.
Custodian of these Electrical Safety Rules (ESR) and responsible to ensure that the ESR remains current and complies with the statutory regulations.
Generally, also the Electrical Safety SME and can be a remote role considering the scope, size, and complexity of Oman Shell facility.
Delegate activities to a designated SAEP/AEP.
Lead Area maintenance execution team in the planning and execution of all Electrical maintenance activities in the area of responsibility, including development of plans, identification of material and support service requirements.
Contractor Management: Monitor and verify contractor manpower, manage team deployment, ensure contractor safety, support risk assessments, and ensure proper field implementation of plans.
Maintenance Coordination: Manage and control maintenance backlogs, coordinate with OEMs, service providers, and suppliers to develop and execute maintenance activities.
Team Development: Support the development of Shell and contractor technician teams, and promote Omanization.
Electrical Safety Implementation: Implement Electrical Safety Rules, develop work instructions, procedures, and method statements, and coordinate with Safety SMEs for ESR audits and reviews.
Safety and Compliance: Maintain safe conditions on premises and electrical installations, oversee electrical competency assessments, training, and authorization of personnel.
Electrical Engineering Expertise: Act as an expert in Electrical Engineering, focusing on standard topics, engaging with stakeholders, and executing complex activities with broad guidelines.
Maintenance Strategy Development: Develop maintenance strategies for electrical equipment based on OEM recommendations and Reliability Strategy Libraries (RSLs), and use tools like Shell Reliability Centered Maintenance (SRCM) for maintenance regimes.
Investigation and Problem Solving: Conduct detailed investigations using tools like 5 Why analysis or fishbone, and develop work instructions, standard procedures, and method statements.
Ignition Control Management: Develop Ex register and manage the ignition control process.
Project Oversight: Oversee commissioning, testing, and safe handover of electrical projects, and develop scopes of work for various electrical jobs, projects, and service contracts.
HV Transmission Management: Manage overhead HV transmission network and outdoor electrical equipment.
Financial Planning: Develop OPEX and CAPEX plans for site electrical requirements.
*This role is Salam Square office based with frequent site visits.
What we need from you
To succeed in the role, you will have:

Minimum 10 years of experience in Electrical maintenance and/or TA execution in oil & gas facility
Minimum of diploma level qualification in Electrical engineering discipline or higher, CompEx certified for Ex equipment maintenance and selection
Capable of leading a team of 10 + contractors on execution; experience of leading field execution teams (own staff, contractor, and OEM) is essential
Skilled in maintaining a wide range of electrical generation and distribution system equipment, including HV/LV motors, switchgears, motor starters & controls, VSDSs, transformers, cables, AC/DC UPSs, battery systems, process heaters, lighting, transmission lines, and electrical heat tracing
Well-versed in Electrical Safety Rules and HSSE CF requirements, with hands-on experience in troubleshooting and analyzing equipment failures
Experienced in managing interfaces between various trade and operational activities, delivering results through others, and managing internal/external stakeholders
Proficient in using MS Office tools, SAP PM, and skilled in the Permit to Work system, including medium risk verification and isolation/de-isolation of HV & LV equipment, and ICC & LOTO systems
Incumbent to be SAEP or ready to get the SAEP authorization in short term
Ability to support the MOC process from initiation to implementation and closeout
Maintain a learner’s mindset, striving for continuous improvement, and embedding Goal Zero culture by developing and implementing necessary procedures and work processes
Coordinate the safe execution of work scope by multi-disciplinary maintenance service contractors, ensuring effective work execution in accordance with AMS/SPF principles
Possess a broad understanding of related engineering disciplines, independently analyze and resolve engineering problems, and collaborate with discipline engineers, Technical Authority, and SMEs when necessary
Independently prioritize, organize, and plan all activities within the area of responsibility, managing challenging timelines and conflicting priorities. Experience in change management principles is advantageous
Communicate effectively in English with all levels and departments within the organization, with fluency in both written and verbal English being mandatory
