Org. Setting and Reporting :This position is located in the United Nations Mission for the Referendum in Western Sahara (MINURSO). The incumbent will be bases in Laayoune and will report to the Chief Supply Management.
Responsibilities :Within delegated authority, the Movement Control Assistant will carry out the following duties: • Develops passenger and cargo load plans. • Supervises administrative and loading staff to ensure instructions, regulations, security and safety measures are enforced. • Assures dangerous goods are transported in accordance with applicable international Dangerous Goods Regulations. • Manages and coordinates shipments including customs clearance, specifying carriers, routes of movement, transit times, service levels. • Facilitates contacts with port authority and local authorities responsible for travel-related, immigration and customs issues. • Assists with the planning and execution of military and police personnel movements. • Drafts Movement Orders. • Coordinates the inbound activities for freight into the Mission in accordance with Mission Supply Chain plan with Vendors, procurement, Centralized Warehouse, and other concerned parties. • Coordinates the Daily Flight Schedule with Air Operations in order to meet passenger and cargo requirements. • Coordinates non-scheduled mission flights. • Prepares operational reports and related statistical data. • Reviews and distributes manifests. • Maintains contact with other UN Agencies, NGOs, and Government Offices in regard to their travel requirements on Mission air assists. • Provides Multi-modal movement control support to clients in the Mission. • Plans, prioritizes, coordinates and monitors movement tasks and responsibilities in the Mission. • Allocates and delegates tasks as required to each Movcon elements including Intermodal Freight Terminal, in-bound Delivery Coordination and Mail & pouch. • Provides assistance to Procurement and Logistics Unit/Sections • Performs other duties as required. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision-making. • Assists with visualizations and updating information material such as web pages or brochures. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Documents requirements and background information used for data analysis.

Education :High school or equivalent diploma is required. Technical or vocational certificate in movement control, multi-modal transportation, airline operations, logistics management or a related field.
Job - Specific Qualification :A valid driver’s license is required. A valid IATA and/or IMO dangerous goods certificate is required. Technical or vocational certificate in supply chain, logistics, transport operations, or other related fields is desirable. Training in the safety and quality management is desirable. Training in the planning, coordination and control of at least two (2) modes of transport is required.
Work Experience :A minimum often (8) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field experience is required. Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required. Experience in Performance Management, data management, performance reporting using business intelligence tools for data analysis and visualization is desirable. Experience in the use of ICAO standards and recommended practices is desirable. 1 year or more of experience in data analytics or related area is desirable.
Languages :English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; and fluency 'or Knowledge of French and Arabic is desirable.
