Generic responsibilities 


  1. Implement NRC’s safety and security policies at office level
  2. Conduct regular security and risk assessments to identify safety and security needs 
  3. Provide regular briefings and updates to all staff on a regular basis.
  4. Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets.
  5. Facilitate staff relocation and evacuation in emergency situations in Derna.
  6. Liaise with the Emergency Operations room in Derna, Local authorities, UN agencies, NGOs and other external actors to gain security and facilitate access. 
  7. Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment is available and in good condition.
  8. Prepare security updates and reports as required.
  9. Managing the guards in the office and in the warehouse once recruited 
  10. Arrange and manage all needed communications with emergency operations room in Derna and, and the other local authority departments and obtain all needed approvals under supervision of HSSA Manager, and in line with the AM of AO4, and in close collaboration with the HSS TL  in Benghazi.

 Specific responsibilities 


Safety and Security  


  1. Monitor the Situation in Derna and the area affected by the floods.
  2. Develop a strong and diverse security network to obtain reliable and up to date information.
  3. Provide updates to HSS mgr. and HSS team and share updates on all common platforms / Monitor local news (video/internet) and social media for security developments.
  4. Conduct field security and risk assessments for programmatic sites in Derna and areas affected by the floods as requested by security, program, or support staff.
  5. Maintain a network of local NGO security professionals operating in the area.
  6. Assist in the development of fire safety, medical, and hibernation/relocation/evacuation plans for the area.
  7. Report any incident or accident in the field, submit an Immediate Incident report.
  8. Provide weekly report to AO4 AM and HSS manager.
  9. Following up and Obtaining all Access and Approvals for programs to implement the projects.
  10. Ensure that staff are fully prepared for contingency scenarios by delivering high-quality security training packages, to include basic safety and security Training, security awareness, basic First Aid training, fire safety, security driver procedures, and guard requirements.

Management:


  1. Conduct routine inspections of guards and their facilities to ensure their adherence to SOPs
  2. Maintain up to date contact lists for guards.

Critical interfaces


By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:


  • NRC program and support staff Shahat, Benghazi and Tunisia 
  • NRC HSS staff in Tripoli and Benghazi 
  • Other INGO security focal points and other local NGOs security focal points.

  • Experience in prior security, and liaison-related work experience with an NGO

  • Documented results related to the position’s responsibilities
  • Fluency in English and Arabic required  

Context/ Specific skills, knowledge and experience: 


  • University degree (or three years of relevant experience with high school degree)
  • Knowledge of security guard best practices.
  • Knowledge of East Libya security context and surrounding areas.
  • Excellent communication and interpersonal skills.
  • Ability to synthesize a large volume of information into concise reports.
  • Ability to determine and flag sources of bias in local media sources.
