Job Description:


Based in the Beqaa, and under the direct supervision of the WASH Project Officer, the WASH Community Engagement (CE) Assistant role is to Implement the CE SOP activities in sites including community meeting and FGDs. In addition, The CE Assistant will manage, coach and direct the Community Mobilizers & Casual Workers working for the WASH UNICEF funded project. The incumbent will be field implementation of the WASH services and items distribution to beneficiaries and all related corresponding deliverables. S/he will oversee suppliers’ works, and implement, Water, Sanitation and hygiene services provision, awareness raising delivery including NFI distribution.


Lead and Coordinate the Services Team Activities:


  • Under the supervision and guidance of the WASH Project Officer, the CE assistant will be implementing the CE ‎approach in the field including community meetings, FGDs, trainings on hygiene best practices. ‎
  • conduct capacity-building training for community committees, and ensure their active envolvment in decision-making processes
  • With the support of the Project Officer, the CE assistant will document all processes of CE activities, and will ‎support the ELA team in the periodic assessments of project impact. In addition, the CE assistant will support ‎the communication team to develop videos pertaining to the CE exercise. ‎
  • Develop and execute action plan for the community mobilisers, in line with the community mobilization strategic objectives, and act as the focal point of all related site (ISs) activities related to WASH and CE services.
  • With the support of WASH Project Officer, complete the implementation of site activities, which are water provision, desludging services, CE activities and distribution of WASH NFI items (i.e. Hygiene kits, water tanks…) as per set ‎criteria in order to ensure quality of World Vision’s WASH programs intervention.
  • Under the supervision and guidance of the WASH Project Officer, set the weekly/monthly plans of all community mobilization/engagement and site activities for the assigned WASH Services ensuring regularly updating CMs plans, per site, per CM.
  • Deliver the most appropriate hygiene messages and train WASH committees to target population based on the CE approach and field observation.
  • As per the direction of the WASH Project Officer, deliver Hygiene Promotion initiatives appropriate to the context ensuring that the technical and social aspects of water and sanitation programming are integrated, monitor, and evaluate the drafting of necessary materials needed for an HP campaign/activity.
  • Observe the hygienic situation of the informal settlements and raise issues to the WASH Project Officer.
  • Under the supervision of the WASH Project Officer, Map resources and establish baseline data, conduct needs assessments, and WASH technical assessments. In addition to train the established WASH committees on conducting their needs assessments
  • Identify and establish communication with key stakeholders (local authorities, NGOs, community leaders…)
  • Ensure that the work implemented by suppliers and contractors is well supervised and report any issue to the WASH Project Officer.
  • Collect Means of Verification (MoVs), carefully validate them and submit for review and archiving.
  • Observe CMs work time and collect attendance sheets, carefully validate them and submit for review, archiving and payment issuing.
  • Regularly identify and assess public health hygiene and protection risks and needs of sites and report results to Project Officer.
  • Ensure taking time stamped photographs and documentation collection of the implemented activities.
  • Develop and maintain close working relationship with sites leaders and representatives in order to ensure adequate attention and ownership of tasks related to the WASH services in the Informal Settlement (IS) and other refugees’ habitations.
  • Under the direction and guidance of the Project Officer, ensure implementing projects as per the WVL WASH SOPs including using standardized forms for site inspection.
  • Keep regular referrals tracking and response including close and timely follow up at the field level, and report cases situation to WASH Project Officer.
  • Provide daily and weekly reports to the WASH Project Officer on conducted activities to ensure that needs assessed be effectively responded to.
  • Share lessons learned with the WASH Project Officer and local community members.
  • Complete Data Entry tasks related to the WASH services
  • Respond to any emergency, at any time, as directed by the project officer.

Field level management:


  • Build constructive relationships with the target community.
  • Collect the data from the community Mobilizers and prepare reports accordingly.
  • Mobilize communities to increase ownership and maintenance of WASH facilities installed.
  • Monitor CMs team through field spot checks visits.

Perform other duties as required:


  • Attend Services related meetings.
  • Attend and participate in capacity building trainings.
  • Attend and participate in WVL’s spiritual nurture and other organizational events.
  • Act responsible of own security and actively contribute to a positive security culture.
  • Report Child Protection incidents as per the safeguarding policy guidelines.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
  • Perform other duties as assigned by Line Manager.

Minimum Requirements:


  • 2 years of experience working in NGOs engaging with vulnerable communities.
  • Previous experience working in refugee camps.
  • Previous experience working in community engagement, water, sanitation, health a/o waste management projects is a plus.
  • Ability to write reports.
  • Ability to manage data effectively.
  • Good organizational and time management skills.
  • Good interpersonal skills.
  • Ability to cope and work under pressure.
  • Ability to maintain performance expectations in diverse cultural and difficult/sensitive contexts.
  • Has strong knowledge of core principles of Children Rights, Participation, Do No Harm, as well as SPHERE standards.
  • Bachelor Degree or Technical Diploma in a related field of studies.
  • Working knowledge of providing WASH Services such as water trucking, desludging, NFIs distribution, hygiene promotion and emergency response.
