ROLE PURPOSE:
The Project Manager will need to ensure that all aspects of the project are running smoothly and will need to follow up on the day-to-day business of the project, while also ensuring partner monitoring is on track. The Project Manager is responsible for developing a comprehensive project plan that outlines the project's objectives, scope, timeline, budget, resources, and deliverables, this involves conducting initial feasibility assessments, defining project goals, and creating a roadmap for project execution.
The Project Manager will need to ensure that project deliverables meet quality standards and satisfy stakeholder requirements, establish quality assurance processes, monitor project progress and performance, conduct quality reviews, and take corrective actions as needed to maintain quality throughout the project. Finally, the project manager will conduct project closure activities, such as finalizing documentation, obtaining project sign-off, and conducting post-project evaluations to capture lessons learned and identify opportunities for improvement.
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY
Programme implementation/management:
- Responsible for the development of the project annual work plan with realistic and achievable long-term goals and short-term objectives and oversees weekly and monthly work plans in line with the implementation plan.
- Follow up and report on objectives that are achieved and on deviations from the work plan and budget.
- Oversee the overall implementation of the activities under UNICEF project with a focus on ensuring targets are met within the specified budget.
- Promote accountability and transparency with all the implementing activities.
- Monitor budget/expenditure based on the implementation plans; and analyzes Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure Produce timely reports for internal use on the status of on-going programming; and contributes to donor reporting.
- Work closely with human resources teams to ensure recruitment plans are in place, respectively, and ensures relevant follow-up.
- Coordinate with logistics staff for project procurements and for the identification and contracting of local suppliers.
- Ensure that documents such as project memos, descriptions and agreements are developed and kept according to approved formats and SCI standard filing systems.
- Organize and contribute to program activities/events directly implemented by SCI (invitees, resource persons, logistics, etc.).
- Work closely with the MEAL team to ensure the effective monitoring and evaluation of the project, and to put in place accountability measures, ensuring that feedback from all relevant stakeholders is considered in project design.
Team Management and Capacity Building
- Supervise team on their day-to-day activities.
- Assess training needs within the project team and develop an overall capacity building plan.
- Provide regular constructive feedback to direct reports, following SCI’s Performance management procedures, and supports direct reports in performance management of their team members.
- Participate in training of staff (officers and assistants) to ensure they have solid understanding of key programme documents and tools, including MEAL tools.
- Support and stimulate teamwork within SCI’ Lebanon offices.
Partnerships Management
- Work closely with partners on development of proposals and budgets for their sub-award agreements.
- Responsible for the identification of and management of local partners under the project.
- Follow up and monitors partners (2 partners at least) based on contractual agreements made with SCI through conducting field visits, attending project activities and producing timely reports for internal use on the status of on-going project.
- Provide continuous programme management and facilitates technical support to partners to ensure timely quality programming.
- With close coordination with Programme Manager leads on the capacity building of partners and the development of training/ awareness raising materials and Monitoring and Evaluation Tools, and organizes and conducts trainings for programme partners, beneficiaries and stakeholders.
- Work with HR/Finance/Logs teams to ensure partners are receiving adequate support from support sections.
- Monitor and support partner outputs and spending.
- Review partner narrative and financial reports.
- Follow up on reporting requirements by partners.
External Relationships / Representation
- Ensure that Save the Children's work is coordinated with efforts of other agencies, ensuring the specific needs of children are being addressed.
- Liaise regularly with communities/municipalities and ensures community participation especially children and caregivers in all steps of project cycle, and grants acceptance of Save the Children’s programming.
- Continuous coordination with all relevant stakeholders regarding the progress of activities.
- Participate in member meetings as required and provide update to the team.
- Represent Save the Children in Education a working group meetings and other education coordination forums in Lebanon, in coordination with the Education and CP Programme Manager.
- Participate in internal and external coordination meetings as required and interact regularly with Save the Children’s other educations to ensure coordinated and efficient programming.
QUALIFICATIONS
- Bachelor’s degree in social work, social sciences, or other related fields.
- Fluency in written and spoken Arabic and English.
EXPERIENCE AND SKILLS
- Previous significant experience in project management.
- Previous experience in local or international NGO.
- Demonstrated experience in successfully project delivery in humanitarian or development contexts
- Experience in coordination with local and international NGOs, representation with donors and humanitarian actors.
- Previous experience in managing teams, including staff training and capacity building of organizational staff and partner staff.
- Interpersonal skills.
- Presentation skills.
