Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon. UN Women Lebanon works on issues of women’s political participation; women, peace and security; economic empowerment and changing social norms around gender and masculinities. Through its programmes, UN Women supports the advancement of women in politics, leadership positions, peace and reconciliation through i)the implementation, reporting, monitoring and evaluation of progress and results of the National Action Plan (NAP) 1325; ii)removing discrimination against women in the law; iii) promoting women’s role and leadership in peace building, recovery,transitional justice and mediation efforts; and iv) monitoring and documentation of women’s rights and gender equality in times ofconflicts and crisis and v) creating dialogue spaces for women civil society actors, women in politics and women peacebuilders tostrengthen and unify their voice.
UN Women Lebanon seeks to recruit a Programme Analyst Consultant to support the delivery of the UN Women Women, Peace and Security programme by supporting strengthening and managing dialogue initiatives and spaces, improving knowledge management, ensuring coherence across programme activities, and supporting learning, reporting and resource mobilization. The Programme Analyst works in close collaboration with the UN Women team, political actors, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the Women, Peace and Security portfolio.
The Programme Analyst Consultant will be reporting to the Programme Management Specialist, and will be supported by the Programme Assistant, who will be the point of contact on the contract and payment issues.
Description of Responsibilities /Scope of Work
1. Provide technical support to the implementation of the Women Peace and Security programme / project Coordinate and monitor the implementation of programme activities with partners; Ensure timely completion and delivery of project activities; Maintain an up-to-date action plan and calendar of activities; Create and maintain a filing and archiving system for the project; Maintain communication with project beneficiaries through mailing lists, meetings, and other ways ofcommunication. Collaborate with team members to contribute ideas and solutions to project challenges; Provide administrative project support as needed, including organizing meetings, maintaining project files, andcoordinating communication with stakeholders. Participate and lead in meetings and discussions with project partners and stakeholders to gather input and provideupdates on project progress.
2. Provide technical inputs to the monitoring and reporting of the programme/ project
Monitor and track progress of programme activities, results and indicators; Produce briefs on progress of the project to be shared with the wider team, the donor and the targeted groups; Review and coordinate the submission of implementing partner financial and narrative results-based reports; Draft donor reports and other reports on outcome and output level; Create and maintain monitoring, evaluation and learning plans.
3. Provide technical inputs to the management of finances of the Women, Peace and Security programme
Monitor budget implementation and programme activity expenditures and support in performing budget revisionswhen required; Provide inputs to financial reports.
4. Contribute technically to the development of programme strategies in the area of Women Peace and Security
Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related toWomen Peace and Security; Support the gathering and organization of data necessary for project planning and implementation; Support the development and implementation of project plans and timelines.
5. Provide inputs to advocacy, knowledge building and communication efforts
Provide technical inputs to background documents, briefs and presentations related to Women Peace and Security; Provide inputs to the development of knowledge management products on Women Peace and Security; Conduct research and literature reviews to gather relevant information and insights; Conceptualize learning events and seminars with project partners.

Required Qualifications:
Education and Certification:
Master’s degree or equivalent in social sciences, diplomacy, human rights, gender/women’s studies, internationaldevelopment, law, or a related field is required. A first-level university degree in combination with three additional years of qualifying experience may be accepted inlieu of the advanced university degree.
Experience:
At least one year of relevant work experience in development programme/project implementation, coordination,monitoring and evaluation, and donor reporting is required; Experience in the Women Peace and Security agenda and Politics is an asset; Experience coordinating and liaising with political actors and donors is an asset; Experience working with the UN is an asset; Computer skills, statistics, internet communication and command of MS Office is required
Languages:
Fluency in English is required. Knowledge of Arabic or/and French is an asset.
