ROLE PURPOSE:
The Program Officer will assist the Humanitarian Manager in coordinating SCI’s emergency programs across national multi-area awards, focusing on case management, child protection, education, MHPSS, shelter, WASH, FSL, and child rights governance. Additionally, the role holder will play a key role in partnership management, fostering strong collaboration and ensuring effective communication with partners.
The role holder will support the Humanitarian Manager and Area Managers in analyzing, monitoring, and reporting operational activities, ensuring timely and high-quality submissions. They will contribute to program implementation, ensuring activities align with SCI’s objectives and donor requirements.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: Communication with Humanitarian Managers, Area Managers, Program Managers, Monitoring Evaluation Accountability and Learning, and Awards Management Unit to ensure drafting of internal and external reports for operational activities, ACCM.
KEY AREAS OF ACCOUNTABILITY:
Programme implementation/management
- Liaise with the Area Managers and relevant Heads of Sectors to gather accurate data on programme implementation to facilitate the preparation of periodic reports, such as Sitreps, activity-specific reports, and other required submissions. This includes responding to periodic donor and internal requests and generating high-quality donor narrative reports aligned with donor guidelines.
- Consolidate and review donor reports after receiving programme inputs to ensure accurate reflection, high-quality content, harmonized messaging, and strategic alignment in reporting.
- Oversee the RIMS external and internal referral database, manage external referral pathways and platforms, and lead the reporting of referrals on Activity Info in coordination with the MEAL accountability team.
- Identify areas for improvement within the reporting processes and establish practical, consistent tools to enhance coordination of reporting efforts. Additionally, support the development of harmonized project management and tracking tools in collaboration with the Area Managers, Information Management team, and Heads of Sectors.
- Coordinate with sector leads and support function leads to prepare the monthly ARM (Awards Review Meeting) presentation.
- Work with the Heads of Sectors to prepare project information templates for high-level visitors and donors, and support the planning and execution of donor visits.
- Attend various internal and external meetings as required, document meeting minutes, and ensure timely follow-up on action items and progress updates.
- Conduct field monitoring visits when required to oversee implementation and provide feedback.
- Deliver inductions and/or trainings for staff and stakeholders, as needed.
- Perform other duties as requested by the supervisor to support programme operations and objectives.
Partnerships management
- Manage the Sub-Award Tracking (SAT) system for each partner involved in the emergency national multi-area awards, ensuring that narrative, financial, and MEAL reports are submitted on time, complete with the required supporting documents.
- Collaborate with program teams to review partners’ narrative reports related to the emergency national multi-area awards and build their capacity to produce high-quality narrative reports through guidance and feedback.
- Oversee the implementation of the Organizational Capacity Development Plan (OCD) with partners under the emergency national multi-area awards, in coordination with the Program Manager, Area Managers, and the Partnership Department at the country office, as well as other relevant departments.
- Contribute to the execution of the Organizational Capacity Development (OCD) plan for partners within the scope of the emergency national multi-area awards, ensuring alignment with the CDP. Facilitate training and coaching sessions tailored to the specific needs of partners’ teams.
- Provide regular updates to the Partnership Department and AMBD on partner agreements, amendments, and any changes affecting the national multi-area awards, as required.
Advocacy, Campaigns, Communications and Media
- Support and coordinate with Project Managers to gather information and content needed for external or internal communications, including conducting content-gathering visits to project activities and events. This involves collecting high-quality case studies, photos, and other materials related to the emergency national multi-area awards.
- Assist the ACCM team in producing and delivering high-quality communication materials for the emergency national multi-area awards, such as handouts, factsheets, reports, newsletters, and infographics.
- Coordinate with the ACCM team on area-specific events and high-level visits associated with the emergency national multi-area awards to ensure successful planning and execution.
General
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Perform other responsibilities as agreed with line management.
QUALIFICATIONS
- Bachelor degree in social work, International Development, International Relations or related field
EXPERIENCE AND SKILLS
- At least two years of prior professional experience in a similar post, preferably with an international organization
- Proven excellent English drafting and editing skills
- Ability to write weekly and monthly reports
- Computer knowledge (proficient in word and excel and development of graphics)
- Ability to maintain consistent high standards of professional behaviour and achievement when working independently and as part of a team
- Experience in an international and local NGOs (especially during the emergency phase)
- Able to manage stress and pressure under tight deadlines
- Commitment to and understanding of Save the Children aims, values and principles including rights-based approaches
- Experience in partnership management
- Experience in programming for large scale humanitarian emergencies
- Excellent contact and diplomacy to manage relationship in tensed situation
- Experience in the social/humanitarian field
- Ability to take initiative where appropriate to deal with difficulties encountered in daily work
- Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself
- Thorough knowledge of SC operational activities
