ROLE PURPOSE: 


Under the overall supervision of the Monitoring, Evaluation, Accountability and Learning Officer, the Monitoring, Evaluation, Accountability and Learning Assistant is responsible for supporting the monitoring, evaluation, accountability, and learning activities of SCI’s projects and programs. He/She will assist in data collection, entry, and analysis, ensuring accurate and timely reporting on program performance. The Monitoring, Evaluation, Accountability and LearningAssistant will work closely with the MEAL team and program staff to ensure that feedback mechanisms are in place and that lessons learned are integrated into program design and implementation.


CHILD SAFEGUARDING: 


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY 


Data Collection and Management:


  • Support in planning and conducting data collection for monitoring and evaluation purposes, including surveys, focus groups, and interviews.
  • Ensure accurate data entry and data quality checks for program data.
  • Assist in developing and maintaining databases and tools for data management and reporting.
  • Train program staff and implementing partners on data collection methodology and tools, ensuring good practices in data collection are understood and adhered to.

Monitoring and Reporting:


  • Assist in regular monitoring of program activities and outputs.
  • Collect, compile, and document data for monthly, quarterly, and annual reports.
  • Collaborate with the MEAL team to create data visualizations, charts, and other presentation materials.
  • Conducts QBMs (Quality Benchmarks) and monitoring visits for assigned projects 
  • Supervise and manage enumerators during fieldwork, providing on-site support and resolving issues as needed.

Evaluation Support:


  • Support baseline, mid-term, and end-line evaluations by assisting with data collection, entry, and analysis.

Accountability:


  • Help set up and manage accountability mechanisms, such as feedback boxes, hotlines, or community feedback sessions.
  • Record, document, and follow up on feedback, ensuring it is processed and shared with relevant teams.
  • Support transparency and accountability by disseminating key project information to stakeholders, including program participants.

Learning and Improvement:


  • Assist in compiling lessons learned and best practices from program activities.
  • Support knowledge-sharing initiatives within the organization, such as training sessions or workshops.

Coordination and Collaboration:


  • Liaise with program staff to ensure data collection aligns with program needs and objectives.
  • Work collaboratively with other departments to ensure MEAL requirements are met.
  • Support capacity-building initiatives within the MEAL team.
  • Perform any other tasks as requested by the MEAL Department 
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 


  • Bachelor’s degree in social sciences, statistics, public health, development studies, or a related field.
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS


  • Minimum of 1 year of experience in a MEAL role or similar position, ideally within a non-profit or humanitarian setting.
  • Experience with mobile data collection tools such as Kobo Toolbox, ODK, etc.
  • Strong analytical and problem-solving skills.
  • Skills in designing and implementing information management and performance measurement frameworks
  • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results
  • Demonstrated understanding of emergency response activities
  • Strong interpersonal and organizational skills, and ability to work under pressure
  • Previous experience in data analysis and coordination 
  • Ability to work in challenging and complex environments.
