The Health Advisor will provide leadership, strategic vision, and technical expertise to develop our health programming. The Health Advisor will lead efforts to identify priorities, build partnerships, identify funding opportunities, and oversee the design and implementation of impactful health programs. This role ensures that WVL’s health interventions align with international standards, integrate with other sectors, and respond effectively to community needs.
Strategic Leadership and Program Development
Develop and maintain a coherent health strategy for all WVL health interventions in Lebanon. Identify unmet health sector needs and propose actionable strategies for WVL to address them. Conduct and support needs assessments to inform programmatic priorities. Provide technical input to the design of new projects and extensions, including narratives, budgets, log-frames, and ensuring integration with social protection, WASH, and other sectors.
Program Quality and Technical Support
Ensure all health programs adhere to international protocols, guidelines, and best practices. Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure health program performance tracking meet donor and organizational requirements. Monitor political and funding landscapes, advocating for interventions aligned with humanitarian principles and the “do no harm” approach. Develop and implement a learning agenda to enhance integrated programming in health and related sectors.
Team Capacity Building and Mentorship
Provide technical oversight, supervision, and tailored capacity-building support to program staff and partners. Guide health technical and project leaders, fostering professional growth and ensuring they have the requisite skills to drive program quality. Evaluate staffing structures, identify gaps, and collaborate with relevant teams to ensure adequate budgeting and resource allocation for health roles.
Representation and Networking
Act as the primary technical liaison with key health stakeholders, including the Ministry of Health (MOH), UN agencies, donors, and peer organizations. Build and maintain strategic relationships to support program goals and funding opportunities.
Collaboration and Integration
Ensure meaningful integration of health programs with WASH, and other sectors for maximum impact. Facilitate regular communication with technical staff and stakeholders to provide updates, gather feedback, and guide programming.
Minimum Requirements:
Advanced degree in Public Health, Nutrition, or related field. Strong knowledge of international health standards, guidelines, and best practices. Proven experience in program design, monitoring, evaluation, and proposal writing. Minimum of 7 years’ experience in managing and/or advising health programs in humanitarian or development contexts. Fluency in English and preferably in Arabic Excellent leadership, mentoring, and capacity-building skills. Strong interpersonal and communication skills with the ability to engage diverse stakeholders. Familiarity with the health sector landscape in Lebanon, including government policies and key stakeholders. Experience working in integrated programming with sectors like WASH, social protections, and nutrition. Previous experience in a similar role with an International NGO is an advantage.
