ROLE PURPOSE:


The Education and Child Protection Programme Manager will be based in the Central and South Area Office and will manage the implementation of education and child protection programming across Beirut, Mount Lebanon, South  and Nabatieh governorates. The role holder is expected to lead on overall programme delivery, budget management, staff and team management (including recruitment), partnership management, inter-agency and local government representation. The Programme Manager will be responsible for the identification of sectorial needs in the Central and South Area Office, will contribute to proposal and strategy development, and will ensure that Child Protection and Education programming are implemented in a timely manner within the project period, with a focus on quality.

Level 2 – the responsibilities of the post may require the post holder to have some contact with or access to children or young people. 


SCOPE OF ROLE: 


Reports to: Central and South Area Office Area Manager


Staff directly reporting to this post: Education Coordinator and Child Protection Coordinator


Works closely with: Education and Child Protection Technical Advisor and Specialist


KEY AREAS OF ACCOUNTABILITY:


Programme Implementation


  • Ensure the implementation of Education and Child Protection interventions within the project period, with a focus on quality programming while ensuring targets are met.
  • Ensure the implementation of Education and Child Protection in emergencies interventions, Education in Emergencies (EiP) and Child Protection in Emergencies (CPiE). 
  • Ensure effective management of the Child Protection and Education programmes, including budget management, developing and monitoring programme work plans, and overall management of Child Protection and Education teams.
  • Oversee the implementation of quality child protection and education activities across multiple locations, including the implementation of approaches and tools developed by the Program, Development, and Quality (PDQ) team.
  • Ensure a safe programming approach and ensure risk assessments and mitigation plans are in place for child safeguarding.
  • Work closely with logistics and human resources teams to ensure procurement and recruitment plans are in place, respectively, and ensure relevant follow-up. 
  • Quality assure programme and donor reports on child protection and education project activities in compliance with internal SC requirements and any relevant external donor requirements, prior to being shared with the relevant Technical Advisor. 
  • Ensure integration of child protection and education with other core sectors, ensuring close collaboration particularly with Shelter, WASH, Food Security and Livelihoods.
  • Ensure that minimum standards are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Action, the Inter-Agency Case Management Guidelines, the Sphere Charter and Inter-agency Network for Education in Emergencies Minimum Standards.
  • Work closely with the MEAL team to ensure the effective monitoring and evaluation of programmes.
  • Work closely with the MEAL and PDQ team to put in place accountability measures, ensuring that feedback from all relevant stakeholders is considered in programme design.
  • Identify opportunities and materials to contribute to communications and media work, and support the facilitation of media visits, in coordination with the Advocacy, Campaigns, Communications, and Media (ACCM) team.

Programme Design:


  • Work closely with Area Manager and PDQ team on identification of gaps in child protection and education services within the Central & South, support fundraising for child protection and education, including providing input into the development of high quality concept notes, proposals, and budgets.
  • Work with the Education and Child Protection Technical Advisor to develop innovative approaches to increase access to Education opportunities and Child Protection support for children of all ages.

Team Management and Capacity Building:


  • Assess training needs within the child protection and education teams and develop an overall capacity building plan.
  • Provide regular constructive feedback to direct reports, following SCI’s Performance management procedures, and support direct reports in performance management of their team members.

Partnership Management:


  • Ensure capacity building of local partners implementing child protection and education interventions.
  • Work closely with the Partnership Unit for the identification of local partners for implementing of education and child protection interventions funded through SCI, and be responsible for partnership management to ensure programme delivery.
  • Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
  • Provide continuous programme management and facilitate technical support to partners to ensure timely quality programming.
  • Work with HR/Finance/Logs teams to ensure partners are receiving adequate support from support sections.

Coordination and Representation:


  • Ensure that Save the Children's work is coordinated with efforts of other agencies, ensuring the specific needs of children are being addressed.
  • Represent Save the Children in the Education in Emergencies and Child Protection in Emergencies working groups.
  • Ensure community acceptance and maintain engagement with local government (municipalities and relevant local representatives of ministries).

General:


  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and procedures.

QUALIFICATIONS 


  • Bachelor degree in Education, Social Work, Human Rights Law, International Relations, Development Studies, or other relevant field. Equivalent field experience will also be considered.
  • Fluency in English and Arabic both written and verbal. 

EXPERIENCE 


  • Significant project management experience.
  • Demonstrated experience in successful delivery of large-scale programmes in humanitarian or development contexts. 
  • Ability to identify the main gaps in education and child protection services in the given context to inform a holistic response for children.
  • Knowledge of established inter-agency standards and guidelines in education and child protection.
  • Experience in coordination with local and international NGOs, representation with donors and humanitarian actors. 
  • Previous experience managing teams, including staff training and capacity building of organisational staff and partner staff. 
  • Flexible and able to improvise and innovate.
  • Results orientated.
  • Excellent interpersonal, communication and presentation skills.
