ROLE PURPOSE:


The Child Rights Governance (CRG) Specialist is a key role within Save the Children Lebanon, responsible for ensuring the design, implementation, and monitoring of high-quality CRG programs across the country. The CRG Specialist focuses on field-level support, capacity building, and partnership strengthening to ensure the integration of high-quality CRG programs. The role requires establishing strong working relationships with government, UN, NGOs, and local civil society counterparts, while also offering ongoing support to Save the Children’s field teams in Lebanon.


SCOPE OF ROLE:


Reports to: Director of Programme Development and Quality PDQ

Direct: N/A


Indirect : The CRG Specialist works closely with CRG operations staff at country office and field level. In addition, besides close cross-functional working relationship with Advisors, the postholder holds primary working relationships with ACCM, BD, the implementation team, and the SMT.

Role Dimensions: In addition to the internal relationships above, the CRG Specialist works closely with: Government and policy makers to influence policy and align with international standards; civil society organisations (national and international) to create a unified advocacy voice for children’s rights; donors and foundations to secure funding for CRG programs; academic and research institutions to promote evidence based research on CRG; and private sector partners to foster partnerships that promote children’s rights.


KEY AREAS OF ACCOUNTABILITY :


Strategic Planning and Leadership


  • Provide strategic leadership for Save the Children’s CRG initiatives in Lebanon.
  • Contribute to the development and execution of a comprehensive CRG strategy, including integrating cross-cutting issues with other sectors.
  • Ensure child participation-oriented approaches are integrated and mainstreamed across all areas of business for the CO.
  • Support the development and maintenance of child and youth rights groups in all areas of implementation, facilitate a process of elections, and develop a national child and youth advisory committee to participate in the governance of the Save the Children CO.
  • Support the development of country annual plans, area plans, and sector strategies.
  • Ensure the CRG strategy is effectively monitored, tracked, and reported.

Programme Quality and Standards


  • Offer technical input and quality assurance to ensure CRG programs are of high quality, with reliable data and outcomes.
  • Champion CRG Common Approaches, and develop or adapt CRG approaches in humanitarian or complex crisis contexts.
  • Develop and maintain a central database of tools and guidance to support program quality.
  • Oversee knowledge sharing across teams, ensuring that monitoring and evaluation results are utilized to improve programs.
  • Document and disseminate case studies internally and externally, working with the ACCM team.

Programme Development and Resource Mobilization


  • Support in Identifying fundraising needs and opportunities in sectors that fund CRG programmes (e.g. Human Rights, Governance and civic engagement, Localisation, Social Cohesion, Youth and Systems strengthening) .
  • Support in leading the development of high-quality proposals for CRG programs.
  • Support in creating a set of “off the shelf” concept notes and capacity statements for new or pilot activities.
  • Support in conducting donor and partner mapping for CRG initiatives.

Support to Programme Implementation and Partnerships


  • Oversee or directly manage projects focused on technical support to relevant ministries and policy makers.
  • Support the Government of Lebanon and Save the Children partners to integrate child participation into all areas of their operations, and to network these partners with Save the Children into a child rights platformSupport area-based CRG teams in finalizing operational work plans, setting clear targets, and developing activity plans.
  • Develop monitoring, information management, and reporting systems in collaboration with MEAL and field staff.
  • Support reporting against Country Strategic Plans and encourage uptake of the global CRG Indicators 
  • Provide guidance to ensure high-quality reporting by field and partner staff.
  • Participate in technical inputs for procurement processes to ensure program relevance, quality, and efficient use of resources.
  • Conduct regular field monitoring to ensure program quality and adherence to technical guidelines.

Advocacy, Campaigning, and Representation


  • Lead external representation of Save the Children’s CRG work in Lebanon.
  • Serve as the technical link with Save the Children Members, the regional office, and the CRG Global Theme.
  • Represent Save the Children in CRG sector working groups and other coordination forums in Lebanon.
  • Contribute to the development of advocacy messages and materials in CRG.
  • Collaborate with the Advocacy, Communications, Campaigns and Media (ACCM) team to develop high quality and meaningful child engagement in public-facing activities and campaigns that support children’s direct and indirect engagement in policy, social change, and campaigning. 

General


  • Comply with Save the Children’s policies and practices related to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies.
  • Develop the Save the children approach to CRG during emergencies, youth participation in response, and monitoring and reporting in complex contexts.

QUALIFICATIONS


  • Master’s degree in human rights, child rights, international law, or other relevant social science disciplines, or the equivalent work experience in similar area of work.
  • Fluency in written and spoken English and Arabic

EXPERIENCE AND SKILLS


  • Minimum of 3 years in a technical role in CRG within an NGO, UN agency, or other development or humanitarian organization. 
  • Demonstrated experience working in NGOs with strong programmatic and analytical skills, supporting rights-based approaches, programmatic and strategic goals, design, implementation is preferred, 
  •  Demonstrated experience of writing excellence, research, capacity building,  M&E,  and knowledge management is preferred. 
  • Experience in working with local or community-based organization, a background in community organising/volunteering , or engagement with community-based or national networks is a plus.
  • Demonstrated capacity in , advocacy and campaigns, fundraising, community organizing, facilitation, is also a plus.
  • Proven experience in emergencies programming and participation in emergency coordination forums.
  • Experience in fundraising, proposal development, and managing programs with a budget of over $1 million.
  • Strong understanding of Monitoring and Evaluation processes and methodologies.
  • Excellent report writing skills, including experience with funding proposals and donor reports.
  • Strong interpersonal and communication skills, with the ability to negotiate effectively.
  • Highly developed cultural awareness and ability to work in diverse international environments.
  • Ability to analyse information, evaluate options, and plan strategically.
  • Commitment to Save the Children’s values and principles, including a rights-based approach.

Desirable:


  • Technical knowledge and experience in community-based education programming.
  • Previous work experience in Lebanon or the Middle East.
  • Experience in responding to the Syrian crisis.
