ROLE PURPOSE: Under the direct supervision of the Child Protection Coordinator and in close collaboration with the case management specialist for complex cases requiring further technical support, 


He/ She will be responsible of managing and coaching a team of case workers, ensuring proper coordination with other case management implementing agencies and delivering timely qualitative reports.


The role will address a range of child protection vulnerabilities, including alternative care needs, such as those of unaccompanied and separated children, as well as other at-risk children and families This includes street connected and working children, children exposed to physical and emotional violence within or from outside home, children with disabilities being exposed to violence, neglect or abuse, children in contact or in conflict with the law, and children in need for judicial protection. 


The Case Management Officer will ensure that case management activities are carried out in line with national standards, providing appropriate and timely support for children requiring alternative care and other protection services. 


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


CHILD SAFEGUARDING:  Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY


Program Implementation/Management:


  • In collaboration with the Child Protection Coordinator and other Child Protection staff, ensure effective coordination between PSS activities and case management work. 
  • Plan jointly with the coordinator the implementation of case management activities, follow up on progress, and ensure appropriate case load distribution and assignment to relevant case workers.
  • Supervise and coach case workers on the identification, assessment, documentation, referral to relevant services and follow-up of at-risk children and families ensuring that case workers respect confidentiality and follow ethical guidelines. 
  • Responsible for assessing potential host families, providing them with coaching and training, and actively participating in the matching process whenever a host family is needed. 
  • Organize and implement trainings on safe recognition and referral and case management when needed.
  • Ensure the documentation and reporting of both closed and newly identified cases while maintaining confidentiality and proper management of case files, registers, and databases. prepare and submit comprehensive reports highlighting implemented outreach activities and providing an overview of case management progress.
  • Document best practices and case studies, ensuring field-level successes and challenges are effectively communicated to the Child Protection Coordinator. This includes contributing to the development of case studies that support reporting, advocacy, and media efforts, highlighting impactful outcomes and addressing key challenges.
  • Ensure the proper quality documentation of cases by case workers in both paper and electronic formats, ensuring the proper use and management of CPIMS. providing regular coaching and supervision and maintaining thorough records of these processes for accountability and continuous improvement.
  • Review and expurgate the reports drafted by caseworkers: juvenile judge reports, resettlement referrals, BIA and BIDs reports, case conferences, and case management emergency cash requests, prior to submission of these reports to the relevant parties.
  • Review different requests of cash assistance submitted by the caseworkers and require the needed approvals ensuring that these requests are in line with SCI’ cash SoPs.
  • Monitor the quality of CM services provided by the CM team through conducting on regular basis (case file audits, case review meetings, home and center visits to the cases, and case closure interviews).
  • Lead on the mapping of the available services in areas of intervention (Health, Education, livelihoods, etc.….), and update unified service mapping periodically.

Team management and Capacity Building:


  • In collaboration with the Child Protection coordinator, identify capacity building requirements of the case management staff and deliver technical trainings including for partner’s staff.
  • Supervise and coach all direct reports using the coaching tools and conduct regular performance reviews for them in addition to documenting the full process.
  • Develop personal monitoring plans (including concrete objectives) for each direct report.
  • Participate in the project donor reports writing with the support of the Project Coordinator and Program Manager. 
  • Conduct trainings for relevant local NGOs and local authorities on Child Protection and case management. 
  • Identify staffing needs. 

Partnerships Management:


  • Build and develop the capacity building of the partners through participation and regular follow up and visits.
  • In collaboration with the Project Coordinator and Manager, roll out the capacity building plan of the partner.
  • In collaboration with the Project Coordinator and Manager, organize monthly meetings with implementing partners to discuss progress and challenges. 
  • Carry out extensive visits to sites where the project is implemented to build sustainability and provide experience needed in terms of technical capacity. 

External Relationships/Representation:


  • Participate in weekly coordination meetings (case conferences) at inter-agency level .
  • Represent Save the Children at coordination meetings (Protection, Child Protection) and take a leading role to strengthen the Child Protection system.

General:


  • Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.
  • Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS 


  • Bachelor's degree in Social Work, Psychology, Social Sciences, or a related field.
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS


  • 4 years of experience of working directly in child protection case management with different vulnerabilities such as unaccompanied, worst form of child labour and separated children, children in need for alternative care placement and extended families. 
  • Excellent communication skills.
  • Understanding of social welfare systems and child protection mechanisms in Lebanon.
  • Experience in project implementation and supervision of staff. 
  • Ability to write weekly and monthly reports, develop schedules and collect data.
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
