Overview

**This position is physically located in Kuwait in support of LOGCAP**


Directly responsible for implementing, controlling, and monitoring the Vectrus Maintenance Program and all activities delegated by the Task Order Manager and/or Deputy Task Order Manager; responsible for the overall day to day Maintenance Management operations of two Field Maintenance Support (FMS) operations – (FMS – A & B); directly supervises Maintenance Managers; TMP and MHE repair; monitors Man-hour Utilization and maintains proper discipline within the workforce IAW contract policies and procedures, and when required, provide counseling and written documentation for use in subsequent appraisals. Ensure close, confident and professional working relationships exist between department managers and Contracting Officer Representatives (COR), as well as between managers and supervisors. Manages overtime forecasting to meet necessary customer demands. Oversees and approves scheduling for all work centers.



Responsibilities

  1. Directs a professional team encompassing a wide range of functions within the discipline:
    1. Interviews, selects and places candidates into open positions within area of responsibility.
    2. Evaluates staff, comparing objectives and achievements in the assessment.
    3. Coaches employees in their professional career development and process improvements.
    4. Administer disciplinary actions whenever required.
    5. Recommends termination or contract non-renewal when appropriate.
  2. Organizes, plans, manages, and oversees the daily operations/activities of the Maintenance Department.
  3. Provides management direction for the Maintenance Department.
  4. Develops plans to support mid- and long-range requirements and goals that include support for the Department.
  5. Coordinate, update, receive guidance, and gain approval for future actions with the ASG-KU Director of Logistics (DOL), and Program Director.
  6. Ensures that Maintenance Managers effectively and efficiently manage the daily operations of the respective FMS’s in compliance with the Performance Work Statement and within the scope of the current contract.
  7. Develops, approves and tracks purchasing actions to appropriately resource events/activities.
  8. Oversees planning for support of customers (US and coalition forces deployed units) within the ASG-KU area of operations
  9. Develops budget and future proposal requirements, based on equipment and personnel staffing, additional support requirements from the government, as well as support being provided above the prescribed Statement of Work.
  10. Maintains appropriate shared transportation rosters, which ensure equitable use of Vectrus leased vehicles for off-duty quality of life requirements.
  11. Prepare and submit Contract Deliverables IAW submission timelines/frequency.
  12. Actively recruit for vacant positions in coordination with Human Resources Department's staffing specialists, to provide resumes for review and subsequent contact of prospective candidates.
  13. Possesses thorough knowledge of Global Combat Support System-Army (GCSS-Army) to conduct logistics transactions.
  14. Performs other related tasks as required.

Qualifications
  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
    • Must be a U.S. Citizen
    • A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
  • Experience:
    • Requires previous military experience, preferably in US Military at field grade level, Senior Non-Commissioned Officer or at least GS-13 level DOD experience.
    • Minimum of ten (10) years of experience in managing military maintenance activities at MILCOM/Battalion Support Brigade/Support Squadron levels previous experience as Military Director/Senior Manager/Division Chief
    • Strong senior-level management capabilities with experience in budget development, military support planning, maintenance management, executive-level correspondence, and proposal development
  • SUPERVISORY/BUDGET RESPONSIBILITIES:
    • Directly responsible for the Logistics Directorate and has overall responsibility for policies and procedures used in the performance of work
  • Skills:
    • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination/management of resources.
    • Knowledge of principles and processes for providing quality Customer service and support. This includes Customer need assessments, meeting quality standards for services, and evaluation of Customer satisfaction.
    • Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
    • Must be able to read, write, and speak the English language with proficiency.
    • Must possess a high degree of Military logistical support experience and expertise to effectively manage complex logistical operations within the Installation Logistics (IL) Directorate.
    • Requires a collaborative work style, fostering effective cohesion, cooperation, and Teamwork.
    • Must have high level of proficiency in the use of MS Office products and/or other related applications.
    • Secret Clearance required for exposure to sensitive information related to USG government activities and contract requirements.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies
