Examination of tender documents to identify any conflicting provisions, high risk items and anomalies.Review of post award contract documents and notices of award to ensure conformity with tenders. Assembly of all relevant tender and contract documents and scheduling of pre-construction commitments.Assistance in securing approvals for bonds, insurances etc. as well as construction program, information required schedules and the like.Measurement of work carried out and preparation of interim payment applications for agreement with the owner's representative and ensuring interim certificates are issued in accordance with contract requirements.Identification of variations and cost reimbursable items and applying for necessary change orders, measuring and valuing them as necessary and agreeing values with owner's representative.Monitoring actual cash flow against projected cash flow.Preparation of subcontracts including: conditions of contract, terms of payment, securing subcontract offers and finalizing agreements, review offers and conditions for subcontracts to ensure compliance with main contract provisions and contractor's program.Preparation of final accounts for the whole of the works incorporating all remeasurements, variations, cost reimbursable items and increased cost allowances etc. as well as the value of any claims.Ensuring substantial and final completion certificates are issued, that retention funds are repaid and all bonds released.Supervise a team of Senior Quantity Surveyors and Quantity Surveyors for the administration of all re-measurement works and associated change/variation orders in addition the general duties.Assisting tender department with pre-contract quantity surveying service including provision of tender and contract documentation, stage cost plans, bills of quantities, pre tender estimates and tender evaluation.Supporting the project manager together with all contractual aspects of managing and administering the contract on the project. Specifically this entails the formation and management of subcontracts at the same time as managing and administering the contract and valuation of delays and additional costs/variations, and administering the application for payment, etc.Responsible for providing updated monthly budgets, cost and financial planning, progress reports and schedules.Facilitate problem-solving meetings with the Client and Maintained the Client relationship and attended to contractual correspondence received from Client and Main Contractor.Advising the Client of all obligations and interpret the contract on specific questions imposed by the conditions of contract. Financial advice on design/layout variations and value added proposals.The overall responsibility for the re-measurement of all as built electromechanical works and the provision of the draft final account.To monitor project activities against contract scope of work; prepare additional work cost estimates.Coordinate with the Client Contract Administrator in finalizing all outstanding payments with the issuance of substantiated invoices, credit and debit notes.Formulate, negotiate and finalize subcontracts along with their respective amendments if necessary.Administer subcontracts including interim payments, valuation of variations and final accounts.Coordinate with the Client Contract Administrator in finalizing and closing out Contracts and final settlements.To assist in performing some cost engineer functions as required.
