Job Purpose
The Water and Environment Technical Coordinator is responsible for the management and coordination as well as strategic planning, technical guidance, and external representation on activities within various cross-sectorial aspects related of Water, Sanitation and Hygiene (WASH), water resource management, conservation and sustainability. Moreover, in close collaboration with the operations teams across mission, the TC will be leading specific projects related to Acted’s water scarcity and water management programming ensuring their smooth implementation, communication, and advocacy with relevant stakeholders as well as wider operationalization of the project outcomes into Acted’s wider programmatic activities.
The position will be based in Amman, with travel as needed within the operational areas of the mission (Whole of Syria, Turkiye and Iraq) and globally and provide technical guidance to the teams on targeted themes, adaptation of global technical guidance to regional specifications and requirements, trainings (physical or online for targeted topics), identification of relevant innovative technologies, techniques and approaches for integration into programming, support for capitalization and learning of best practices within the mission and supporting exchanges and learning between Acted regions, including expansion of successful programming approaches, when relevant. At the mission level, the TC plays a leading role in providing technical inputs to country specific strategies, related project development, quality control during implementation and technical inputs into monitoring and impact measurement to facilitate successful implementation and potential project expansion/replication within the mission or regionally. Additionally, the TC supports relevant aspects of strategic planning processes, advocacy, and positioning, as well as supporting partnerships with private sector partners and technical institutions (including universities, technical institutes, etc.) that can support/collaborate on program implementation.
Objectives
Support in external relations, positioning, and development of partnerships with relevant technical actors, donors, NGOs, academia, private sector actors, research institutes, etc, including supporting the identification of innovative financing mechanisms and funding streams.
Duties and Responsibilities
- In close coordination with the field teams, provide an overall oversight over Acted’s projects related to hydrogeological research and water recourse management programming.
- Facilitate coordination with technical consultants, Acted operational & support team and local authorities.
- Perform project risk analysis and mitigation plans.
- Ensure projects are implemented on time and within budget.
- Work with the Project Development team to develop new and innovative projects ensuring operationalization of the research findings, participate in building of logic of intervention, oversee relevant data collection, develop technical aspects of proposals and activity descriptions.
- Lead on external engagement with wide range of local, regional and global stakeholders and donors.
- Ensure targeted awareness raising amongst Acted teams globally.
- Meet with relevant field level focal point (+other team members such as PD team or coordination as relevant to the mission structure) on a regular basis to keep up to date and provide continuous guidance on country context, technical findings, current programs and implementation issues, and new strategic opportunities for positioning, piloting or innovation.
- Provide technical coaching and mentoring to technical/implementation teams in country to ensure high quality and high impact implementation in line with Acted technical guidance and identified best practices.
- Support on elaboration or quality review of implementation strategies and related processes/tools for relevant programs (check lists, ToRs for consultants etc.)
- Building on existing expertise, lead on the development of new tools and guidance documents which are relevant to support country teams in implementation as needed, for potential institutionalization at global level.
- Support improved development of evidence base tools (MEAL assessments, monitoring reports, evaluations, etc.) with country MEAL teams to inform regional programming through review and validation of tools.
- Raise awareness and a common understanding of Acted’s strategy and programming within the field of expertise among staff, in particular PD, MEAL, Technical Coordinators, and field program staff etc.
- Provide technical advisory and support in the elaboration of country program strategies for the relevant program themes.
- Provide technical input into the preparation of materials and talking points for meetings with key donors in relation to relevant programming, at country and regional level.
- Provide technical support on new project development, from project concept, to partnerships, to technical approach, to elaboration of project proposal documents as relevant.
- Identify relevant innovations in terms of technologies, techniques, and approaches and facilitate understanding amongst the relevant team members about how they can be integrated into new or existing programming.
- Identify successful programming approaches and document them through case studies and guidance for replication.
4. Enhance cooperation and exchange between program teams and other related stakeholders
- Lead technical trainings in person or online at regional or country level as relevant on Acted’s technical tools and approaches in the related themes.
- Lead regional discussions/exchange workshops which allow for country teams to exchange on technical topics
- Link up relevant project teams from different country offices in order to foster peer-to-peer exchange and horizontal learning.
- Lead the collection of tools, best-practices and lessons learned from the field to drive capitalization and learning efforts across sectoral and flagship projects
- Support the disseminate tools, research, best practices/lessons learned, and case studies internally and externally through publications, networks, working groups, events, and conferences.
5. Support in external relations, positioning, and development of partnerships including on innovative funding mechanisms
- Participate in and report (internally) on related technical and sector meetings and events, etc, involving relevant stakeholders such as donors, NGOs, UN Agencies, inter-governmental institutions.
- Develop country and regional fundraising documents on Acted’s water scarcity and environmental recourse management programs, case studies, etc. to support fundraising and positioning efforts
- Identify and develop partnerships opportunities in the region to support quality, innovation and ensure impact in Acted’s interventions.
- Undertake a mapping of the regional ecosystem of actors undertaking environmental and water management programs, hydrogeological study including key NGOs (humanitarian and environmental), UN and intergovernmental agencies, innovative private sector/social entrepreneurs, innovation hubs, etc.
- Identify opportunities to collaborate, and support coordination efforts with other key organizations and stakeholders in the region to ensure our activities build upon and compliment other ongoing works, building a network of potential partners.
