About the Project


The ISF-funded Tackling Transnational Threats (3T) project aims to support all aspects of Jordan’s security architecture to respond to, and counter, transnational threats and security challenges that the country is currently facing. The project will focus on addressing issues such as Transnational Serious and Organised Crime, Illicit Finance, Violent Extremism, Strategic Communications, Climate Insecurity and Cyber Crime. Working in close collaboration with Jordanian government agencies, and other national, international and regional stakeholders, the project aims to build capacity, foster partnerships, and improve resilience against state and non-state actors threatening regional stability. 


About the Role


The Team Leader (TL) will lead the Tackling Transnational Threats (3T) project in Jordan, managing a multidisciplinary team of specialists to deliver effective solutions and strengthen local capacity in addressing transnational and state-level threats. The TL will provide strategic direction, ensure quality control, and be the primary liaison between the UK government, ISF in the country, Jordanian stakeholders, and international partners. 


What you'll be doing


Key Responsibilities 


Project Leadership and Strategic Direction 


  • Lead and oversee project implementation, ensuring alignment with HMG/ISF objectives. 
  • Develop and review the overall work plan for delivery in coordination with relevant staff and follow up on the day-to-day implementation of project activities, including with partners. 
  • Establish robust project governance structures to monitor progress and adapt to changing circumstances. 

 Stakeholder Engagement 


  • Build and maintain productive relationships with Jordanian government agencies, local authorities, security bodies, and international partners. 
  • Serve as the main point of contact for HMG, reporting regularly on project progress, risks, and impacts. 
  • Represent the project in high-level forums, conferences, and meetings to strengthen partnerships and promote collaboration. 

 Operational Management and Coordination 


  • Oversee day-to-day project activities, including team coordination, budget management, and compliance with ISF funding requirements. 
  • Ensure smooth logistics and operations, including procurement, security measures, and administrative support. 
  • Develop and implement risk management strategies to address security, operational, and project delivery risks. 
  • Monitor the project and identify the need for adjustment and improvement of systems and processes to improve efficiency, optimise utilisation of resources and improve quality of deliverables. 

Capacity Building and Knowledge Transfer 


  • Lead the development and delivery of training programmes, workshops, and capacity building for Jordanian counterparts. 
  • Work with subject matter experts to design and adapt materials to the local context, ensuring relevance and sustainability. 

 Monitoring, Evaluation, and Reporting 


  • Provide support for the implementation of the Monitoring, Evaluation, and Learning (MEL) plan 
  • Lead in preparing weekly and monthly reports including the compilation of data and lessons learned for quarterly and annual reports. 

 Project Finance  


  • Review financial glidepath with Finance staff monthly to identify underspends and overspends.  
  • Ensure that budgets are spent in accordance with donor funding and donor regulations within the appropriate timeframe. 
  • Make any recommendations for budget adjustment to the Country Manager and/or Head of Finance. 

 Team Management 


  • Ensure all staff related issues for the staff of the designated project(s) are carried out in accordance with ARK policies and guidelines. This includes recruitment, performance management, staff development and training and disciplinary action.
