OVERALL PURPOSE
The Senior CBI officer is within the Jordan programme and focuses primarily on leading a team of CBI officers for the provision of cash-based interventions, and comprehensive case management with focusing on the Basic Needs sector and other relevant sectors, through direct implementation and partnerships, to the most vulnerable refugee and Jordanian households in Jordan.
The role includes supervising case management provision by CBI officers (Case managers), and contributing to reporting against objectives, timeframe and budgets, writing of proposals and project design. The Senior officer will lead and manage a team of CBI officers, ensuring they implement the activities in a quality and timely manner.
The Senior officer is expected to:
• Manage, track progress and document learnings on activities, specifically case management and cash distribution.
• Ensure project activities are implemented within the timeframe available.
• Assist CBI Manager with tracking spending on project budgets, and achievement of targets.
• Engage with sector working groups and partners.
PROJECT OVERVIEW
This work targets the most vulnerable Syrian and non-Syrian asylum seekers and refugees, and vulnerable Jordanians residing in Amman, Jordan. It comprises of a comprehensive multisectoral case management approach that focuses on targeted number of beneficiaries and addresses their barriers to accessing basic needs. The case management approach is used to identify families, assess their needs, and generate case plans to ensure their basic needs are met through cash assistance and referrals to other key services, including health care, MHPSS, and improved access to livelihood opportunities. Working with partners to identify and refer people with disabilities to improve their access to Medair services.
Major Duties and Responsibilities
Management of Project Activities
- Assist in the management of the CBI program in Jordan focusing on facilitating the team to reach the objectives of the projects, in coordination with CBI manager.
- Oversee and monitor activity implementation and report challenges to CBI Manager.
- Assist CBI Manager with community engagement throughout the project cycle.
- Ensure accurate and timely reporting of activities.
- Maintain relationship with MEAL/IM team to collaborate as necessary for monitoring, evaluation and reporting.
Staff Management
- Manage a team of CBI officers and oversee their implementation of case management activities technically and operationally, including day-to-day management.
- Facilitate regular meetings to assist in information sharing between CBI officers, to ensure all staff members are aware of project objectives and current work plans.
- Promote technical development of CBI officers and ensure they receive adequate training to increase their knowledge and quality of work.
- Promote the use of correct HR procedures, including Medair People system, training and leave requests.
Financial Management
- Assist with managing the budget for the assigned project activities and ensure all expenses are according to budget and meet the Medair standards.
- Track spending on project activity budgets and ensure all project activities and projected spending is approved by CBI Manager.
Communication and Coordination
- Active participation in relevant working groups (Protection, Basic Needs, Livelihoods, etc), representing Medair and feeding back to CBI Manager on relevant issues.
- Coordinate with the Health and PSS teams, and all support functions within the Jordan program.
Quality Management
- Promote and use the Medair intranet and e-library and other operating procedures, ensuring that all standardized formats are used, and guidelines are followed.
- Ensure the project is implemented in accordance with Medair and international standards i.e. Sphere and CHS standards, in addition to utilizing learnings from best practices of other CBI, Social Protection programs, and case management programs in Jordan and the region.
Delegated Responsibilities
- Authorization of expenditure on applicable budget lines according to authority matrix.
- Line management of assigned staff, including recruitment, performance monitoring, disciplinary action, etc.
- Monitoring trends in Jordan linked to: CBI Program best practices
- Best practices for the handover of CBI activities to longer term local actors.

Education
- University degree in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development.
- Master’s degree in a relevant field.
Work experience
- 2 years’ experience in managing teams.
- 3 years’ experience in Case Management programming.
- Experience in project management or managing cash programs.
- Experience working with refugees in a (host community/urban) humanitarian setting (in the Middle East).
- Experience in working in cash programs.
- Experience in partnership and capacity strengthening.
Languages
- Strong working knowledge of English and Arabic (spoken and written).
IT
- Competent in the use of Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint and managing data on a large scale.

- Expertise in establishing successful relationships with local partners and authorities, including referral pathways, MoUs, capacity building and other collaborative partnerships
