DRC promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC provides assistance and protection to conflict-affected with the vision that no displaced person must be in want of help to find protection and durable solutions. In the Middle East and north Africa, DRC operates across Iraq, Jordan, the occupied Palestinian territory, Lebanon, Syria, Turkey , Yemen, Tunisia,Libya and Algeria. The Regional HDP Coordinator (RC) works with the delegated authority of the RHoP to provide oversight of, and guidance and support to all HDP activities within the Middle East and North Africa Region. The RC monitors HDP projects implementation, engages with regional donors and relevant authorities, and ensures that HDP perspectives are considered in regional programmatic and strategic discussions. The RC provides technical support and backstopping to programme teams and contributes to standardisation, quality assurance and the development of new tools, training and activity guidance development. The RC role is furthermore to ensure that the programme is implemented within the framework of HDP’s global objectives, strategies and donor requirements, and is compliant with the guidelines, policies, procedures, and values of DRC HDP sector. The RC will support country operations on HDP related programme development aspects, including proposal development, donor engagement and fundraising, as well as explore and engage with opportunities for partnerships and innovation. Duties and ResponsibilitiesProgramme support and development Assist Heads of Programme (HoP) and HDP Coordinators/Managers through oversight and guidance on country specific HDP sector strategies, and in the implementation of HDP activities, including Humanitarian Mine Action (HMA) and Peacebuilding Monitor and oversee that the programme continuously remains compliant with the guidelines, policies, procedures and DRC val Develop and review tools, training and activity guidance for country offices when and where needed and relevant Provide support to country programmes in the recruitment of HDP technical staff Support the HoPs, Project Managers, Operations Managers and Technical Field Managers with operational matters when writing proposals and reports Support DRC country and regional offices in the process of development of HDP related concept papers and proposals Support regional and country business development (fundraising and donor liaison) on HDP When needed, temporarily cover HDP staff gaps in country offices for agreed durations and in line with ToRs agreed with countryStrategic development Lead the development and update of the Regional HDP Strategy, in line with DRC regional and global priorities and the organisational strategy Support HDP programme development processes contributing to DRC’s regional strategy, with particular focus on integration with Economic Recovery and Protection sectors Guide and support the strategic development of DRCs programmes in the region, in collaboration with other technical sectoral leads for integrated programme models, and for the incorporation of conflict sensitivity and conflict analysis and peacebuilding perspectives. Liaise and represent HDP Middle East and North Africa in relevant fora with UNMAS, Mine Action sub-clusters, Protection Clusters and with relevant government authorities, donors, partners, UN agencies and international and national NGOs and various coordination fora which are not country office driven. In coordination with other Sector Coordinators, identify and explore opportunities for partnerships and innovation for the HDP sector Experience and technical competencies At least seven years of comprehensive familiarity with the humanitarian mine action, peacebuilding and conflict sensitivity sectors and programmes - preferably with some experience in the Middle East or North Africa A strong understanding and familiarity with peacebuilding and conflict analysis and of designing theories of change and programes Substantial documented professional technical experience in Mine Action Strong administration and organisational ability Excellent personnel skills Proven record of staff capacity building Politically and culturally sensitive with qualities of patience, tact, diplomacy and persistence Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperationLanguages: Excellent written and spoken English required Arabic is preferredWillingness to travel with the Middle East region, including Syria, Iraq, Lebanon, Jordan, Turkey & YemenIn this position, you are expected to demonstrate DRC’ five core competencies: Striving for excellence: You focus on reaching results while ensuring an efficient process.
