What we are looking for


A strong and senior financial management background with experience in financial systems and structures development for emergency responses. Finance technical leadership coupled with excellent interpersonal capability and people development expertise.


Adaptability in a volatile and complex context is important as well as experience managing review of processes and procedures to achieve efficiency.


What you will do


The Regional Controller position has been developed to further strengthen the organisation’s support to the core functions such as Finance and improving the efficiency and effectiveness of the processes, ensuring that they are fit for emergency response and current context and portfolio in the Middle East with a focus on Palestine.


The role holder will provide time-bound expert capacity and support to the senior finance teams in implementation of Finance in accordance with NRC policies and procedures and  further strengthening of NRC’s in-country financial systems and processes based on internal guidelines, external requirements and with a focus on practical problem solving and strong capacity building across the organisation.


The position will primarily focus on improving the financial data quality, efficiency and compliance of finance routines, training and capacity building of senior finance staff. The incumbent will:


Key responsibilities: 


  • Provide strategic advice and technical support to the Palestine Country Office, providing technical leadership, financial support and mentorship to the senior finance team of Palestine. 
  • provide hands on support to Finance Manager and Finance stakeholders in Palestine Country Office to ensure accuracy of financial data, compliance of financial procedures and support in adapting NRC standards to local context.
  • Support and monitor compliance with the Finance handbooks and NRC policies and respective quality assurances in regards to country set-ups and emergency procedures.
  • Monitor the overall financial reporting and financial control, as well as cash flows for NRC Country Office.
  • Coordinate and consolidate the Country Office’s budgeting and reporting and produce required analysis and reports as assigned by the Regional Finance Unit. 
  • Provide feedback to Regional and Country Office management about the needs and challenges of finance units, identifying areas of improvement while considering needs in the current volatile context.
  • Lead on the review, development and revision of financial policies, strategies, tools, and new approaches, with a focus on ensuring capacities and procedures are responsive to highly demanding emergency needs of the Palestine response. 
  • Together with the Finance Manager, lead on the development of in countries procedures and SOPs when necessary and ensure that best practices are identified, documented, and disseminated both within the region and beyond.
  • Provide capacity development for Palestine country office. 
  • Provide regular Finance analysis and reports to Country Office Management.

What you will bring


  • Minimum 5 years of experience from working as a senior Financial Manager in a humanitarian/recovery context including emergency responses. 
  • Experience from working in complex and volatile contexts. 
  • Experience of financial systems and structures development for emergency responses.
  • Experienced in capacity building, coaching team and review of the efficiency of the procedures. 
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Solid knowledge of computer software and modern accounting systems. 
  • Fluency in English, both written and verbal.
  • Knowledge of the context in the Middle East and Arabic language is advantageous. 

What we offer:


  • Amman, NRC Middle East and North Africa (MENA) Regional Office with Regular travels to NRC Palestine office is required.
  • Contract: 9 months (Renewal is subject to performance and funds availability)
  • Travel: 65% to NRC Palestine Office and areas of their operation 
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
